Mr. Thomas F. Carroll was born on 20 May 1944. After graduation from high school, he entered the U.S. Army and served as a Radiological, Biological and Chemical Specialist and Senior Instructor for a career spanning twenty years.

After retirement as a Sergeant First Class, Mr. Carroll became a Department of the Army Civilian working at the Chemical School. It was in this job that Mr. Carroll profoundly influenced the Chemical Corps. He was directly responsible for much of the NBC training, particularly training devices, used at the U.S. Army Chemical School.

Mr. Carroll’s skills were known nationally, and he authored numerous training development studies and training device requirements. Most of the training devices used for the FOX and BIDS programs were as the result of Mr. Carroll’s expertise and ability to find money to support training. In this he had no peer at the Chemical School.

The superb training enjoyed by the school in the 1980s and 1990s is a direct result of Mr. Carroll’s work.

Mr. Thomas F. Carroll died in November 1997.
