NOTICE OF A PROPOSED ACTIVITY IN A FLOODPLAIN
Joint Base Lewis-McChord (JBLM) has completed a Draft Finding of No Practicable Alternative (FONPA) in accordance with Executive Order 11988 Floodplain Management. The United States Department of the Army gives notice that the Army has conducted an evaluation of a Proposed Action, which involves construction in a floodplain, to determine the potential effects the activities of Proposed Action in the floodplain would have on the human environment. The Army has identified the Proposed Action has no practicable alternatives to avoiding development within the floodplain on JBLM due to the previous structure residing within the same space. The Army will ensure that all practicable measures to minimize impacts to and within the floodplain environmental are incorporated into the Proposed Action.
The Proposed Action is to repair and implement a new outlet diversion weir system on western side of Lake Sequalitchew located southwest of Plane Road and Northcentral of JBLM, in Pierce County, WA. The repair and implementation of a new outlet diversion weir system includes the removal of the fish ladder center structures, canal-creek crossover structures, and beaver dams, installation of an automated telemetric gate, and the construction of three new weir diversion structures; the first weir located at the proposed tail end of the reinforced box culvert, the second weir located downstream from the outlet, and the third weir located at the existing diversion berm. The Proposed Action will restore the flow of stormwater runoff, lake flow, and groundwater interflow to the creek and canal conveyance system, correct the seasonal normal storm flows, and regulate the lake level to prevent backwater flow from entering the spring water distribution system.
