NOTICE OF AVAILABILITY OF A DRAFT FINDING OF NO SIGNIFICANT IMPACT (FNSI) AND PROGRAMMATIC ENVIRONMENTAL ASSESSMENT (EA) FOR LOCAL RECREATION CLUBS AND ORGANIZATIONS AT JOINT BASE LEWIS-MCCHORD, WASHINGTON
Pursuant to Section 102 (2) (C) of the National Environmental Policy Act (NEPA) 1969, as implemented by the Council on Environmental Quality Regulations (40 Code of Federal Regulations [CFR] Parts 1500-1508), the U.S. Department of the Army (Army) announces the availability for public review and comment of an Environmental Assessment (EA) to evaluate the environmental impacts associated with entering into short-term real property licenses with local recreation groups and clubs. The Army proposes to enter into short-term real property licenses with local Recreation Clubs and Organizations to grant them non-exclusive use of areas on Joint Base Lewis-McChord (JBLM). Each license issued would be valid for one year.
In the past an environmental document was created to support each real estate license issued, even if the proposed use by recreation clubs and organizations was a standard and well-understood use. Such a process was administratively cumbersome and wasteful. Under the proposed action JBLM will continue to exercise its discretion to issue short-term licenses to local recreation clubs and organizations. The environmental analysis associated with each real estate license would be a programmatic EA. The EA concludes that implementation of the proposed action would not result in significant direct, indirect, or cumulative impacts to the quality of the human environment.
A 30-day public comment period is being held to receive written comments on the EA and Draft FNSI. Members of the public, government agencies, and tribes are invited to review and comment on the EA and Draft FNSI.
