Hazardous Waste
The Resource Conservation and Recovery Act (RCRA) is the primary regulatory driver for hazardous waste (HW) management. Passed in 1976 and amended twice in the early 1980's, Congress established the following goals for RCRA:
•Protect human health and the environment from the potential dangers of waste disposal
•Conserve energy and natural resources through waste recycling and recovery
•Reduce the amount of waste generated
•Ensure that wastes are managed in an environmentally sound manner
Other laws exist to protect the public and the health of employees in the workplace from the hazards associated with the management and transportation of HW. The Occupational Safety and Health Administration's (OSHA) mandates include the regulatory requirements for Hazard Communication Standards and the Hazardous Waste Operations and Emergency Response (HAZWOPER) Worker Protection Standard. The Department of Transportation (DOT) regulates the transportation of Hazardous Waste.

SUSTAINABLE ACQUISITION
Sustainable acquisition, also known as green procurement, refers to a collection of specific legal requirements applicable to federal agencies. Agencies are directed to give procurement preference to certain environmentally preferable products and services that have a positive or less negative impact on human health and the environment when compared with competing products or services that serve the same purpose.
Advantages of sustainable acquisition can include:
- Improved health and safety
- Reduced liability
- Conservation of natural resources
- Cost, labor, and operational savings
- Improved efficiency
- Increased durability and service life

Environmental Management System
The JBLM Environmental Management System is structured using ISO 14001 standards. Each participating organization is required to support annual objectives and targets that align with sustainability goals, and provide ownership and engagement by those responsible for daily operations. These objectives and targets are approved by the Installation Sustainability Board, chaired by the Joint Base Garrison Commander.
To ensure participation from the units, the Environmental Operating Permit program was developed. Units are given a customized EOP that organizes all of their environmental requirements and makes compliance with environmental laws and regulations easier on the unit.
