Energy Conservation Training: JBLM is required to establish an energy awareness program that is applicable to all facilities and includes the appointment and training of Building Energy Monitors (BEM). An effective BEM program can reduce energy usage by 3% to 6%. All BEM training is now limited to reading and attesting to having read the BEM Handbook, watching the BEM training video, and then informing the energy program of having completed the training. BEMs are required to attend the annual training offered by the Directorate of Public Works, per AR 420-1, Chapter 22. Section III.

Step One: Once a BEM is appointed, have them complete the BEM appointment order and registration form.

Step Two: Have the BEM read through the IMCOM BEM handbook and watch the training video. Once that has been completed, fill out the Training Certification form.

Step Three: Complete the monthly BEM checklist.
