Under AR 930-4, Army Emergency Relief provides EMERGENCY financial assistance in the form of a non-interest bearing loan, grant, or a combination of the two. We are located in Fort Buchanan's ACS Center.
The Army Family Housing Division offers individual on and off-post counseling and referral assistance; up-to-date listings of homes for rent or sale; review, clarify or explain lease contracts; mediate disputes between tenants and landlords; inspect off-post rental housing for adequacy and non-discriminatory rental practices; provide handout material, including area maps, rental/sales booklets, brochures, etc.
The Armed Forces Substance Abuse Prevention program provides education & early intervention to help commanders, civilian supervisors, and the Fort Buchanan community reduce lifestyle risk factors to increase healthy outcomes. We are committed to understanding our supported units and their missions, anticipating what is needed to sustain mission readiness, and proudly serving as a valued member of the Commander’s battle staff.
As a Casualty Assistance Center (CAC), we coordinate Army casualty and mortuary operations and Military Funeral Honors for the island of Puerto Rico and the Caribbean. Simply stated, our mission is to assist Army Families in an emotionally stressful time.
The Civilian Personnel Advisory Center is made up of a team of human resources professionals dedicated to supporting and empowering service members, civilian employees , families and veterans worldwide in an era of persistent conflict. The Civilian Personnel Advisory Center recruits, retains and sustains a high quality volunteer force through innovative and effective enterprise solutions and ensures human resources readiness of the Total Army across the full spectrum of operations.

The purpose of the EMERGENCY UPDATES page is to provide the most accurate and timely information on Fort Buchanan guidelines regarding emergencies of various nature. We take every possible measure and effort to protect you, the Fort Buchanan community.
Our mission is to ensure enrollment in the Defense Enrollment Eligibility Reporting System (DEERS), and provide Common Access Cards (CAC) and/or Official Identification Cards to Soldiers, Family members, Retirees as well as Civilian and Contract Employees working on Fort Buchanan.
The Directorate of Emergency Services is the chief law enforcement office on the installation and provides the community with 24 hour police support to maintain good order and discipline, safety and security for all those who live and or work on Fort Buchanan.
Directorate of Emergency Services (DES): Provide quality force protection, law enforcement, physical security, access control, Fire & Emergency services, and Police and Community Liaison Services to the Community. Provide oversight on installation law enforcement standards and initiatives for personnel, equipment and training. DES provides support in the areas of Law Enforcement, Fire and Emergency Services, Physical Security, Surety, Antiterrorism and Emergency Management to protect property and the workforce. The DES consists of Law Enforcement (LE), Physical Security (PS), Fire and Emergency Services (F&ES) and Protection (P). Fire and Emergency Services (F&ES) Branch covers Incident Command and mitigation of all Installation emergency responses, Emergency Dispatch Centers, All-Hazard response operations, Aircraft Rescue and Firefighting operations, and Fire Prevention/Public Education Programs.
Directorate of Plans, Training, Mobilization and Security (DPTMS): Directs, coordinates, synchronizes, and integrates Installation current & future operations, emergency planning activities, force modernization, operational planning, and the Antiterrorism Program. Serves as the tasking agent for the Garrison Commander. Provides Personnel Security Services and Training Support Activities for the Military and the Civilian Community.
Directorate of Public Works (DPW): The DPW is the Garrison's primary element for maintenance of the installation, infrastructure, and the environment. DPW consists of six Public Works Divisions: Master Planning; Business Operations and Integration; Army Family Housing; Environment Division; Operations and Maintenance and Engineering Services. DPW encompasses the review of work classification and technical adequacy of all projects; reviews and validates submission of Military Construction (MILCON) projects for all construction and renovations development occurring on the Installation; manages IMCOM's Sustainment Restoration and Moderation (SRM) projects approved and funded for each fiscal year; updates Real Property assets, allowances, requirements, and programmed construction data in a variety of databases; provides day-to-day sustainment and maintenance support for the installation tenant activities; monitors and ensures all work and military-training activities are accomplished incompliance with Federal and State Environmental requirements / regulations; and provides oversight for all Quality of Life requirements for Housing all Service Members and their Families residing on the installation or in the local community.
Our mission is to manage installation personnel, accounting, strength reporting and the eMILPO database for data accuracy and accepted timelines within the Department of the Army standards. Act as a liaison between Human Resources Command (HRC) and installation units to address ongoing eMILPO issues, and provide possible solutions or feedback to the installation with technical and functional support.
The Fort Buchanan DPW Environmental Division is committed to environmental excellence in all aspects of the Fort Buchanan mission. It manages natural and cultural resources as well as energy conservation, compliance, restoration, recycling and pest management. In accordance with the Sustainable Management System, Fort Buchanan’s environmental policy focuses on the installation’s efforts to “Sustain the environment for a secure Future”.

Administer the Installation's Family and, Morale, Welfare and Recreation (Family MWR) programs to include Army Community Service (ACS) and Child and Youth Support Services (CYSS) in support of active duty Service Members, Retirees, Civilian Employees, and Contractors, and their Families. Provide Family support activities and services; social, fitness and recreational activities that enhance community life, foster Soldier and unit readiness and promote mental and physical fitness; and wellness programs that directly support readiness and resiliency.

Visitors, contractors and vendors 18 years and older, entering Fort Buchanan, who do not have a DOD identification card, will be subject to a background check before being allowed entry to the installation. Those who present a common access card (CAC card), Military ID, Military Dependent ID, Gold Star ID, or other valid DOD credential won’t be affected.

Legal Assistance Division: The Legal Assistance office provides notary services, powers of attorney, affidavits, and legal counsel/orientation services to active duty service members, Reserve service members, retirees, and their family members. Translation Services: The Office of the Staff Judge Advocate provides translation services of legal documents for eligible clients. Legal documents submitted for translation must be for official business only and will be determined if the translation can be provided on a case by case basis. Ethics: The Fort Buchanan Ethics Counselor, Installation Legal Office, assists in administering the Army's worldwide ethics program. The Ethics Counselor can assist you with all ethics matters in the following subjects areas: standards of ethical conduct; activities with non-federal entities; outside speaking, teaching, and writing; conflicts of interest; political activities; private organizations an non-federal entities; financial and employment disclosure; post- government employment; gifts; use of government resources, contact with Defense contractors; procurement integrity; and ethics training. Civil/Admin Division: The Administrative Law Division advises commanders and staff on matters concerning contracting and fiscal law, environmental law, labor law, Ethics, and general military installation law. Criminal Law Division: The Criminal Law Division advises commanders and staff concerning all adverse actions against Soldiers, including non-judicial punishment (Article 15), administrative separations, administrative reprimands, and courts-martial. The Army Community Service (ACS) Information, Referral, and Follow-Up (I&R) Program provides commanders, Soldiers and families with information regarding military and civilian community resources. Our trained staff will give clients any information or assistance they may need or will refer them to the appropriate agency that can best help them.
The Installation Legal Office (ILO) legal assistance provides legal assistance through notary services, powers of attorney, affidavits, and legal counsel/orientation services to active duty service members, Reserve service members, retirees, and their family members.
Passport/Visa support is provided by the United States Department of Defense (DOD) by assisting DOD Service Members, Civilians and Family Members in obtaining the official travel documents necessary to facilitate official government travel.
The various agencies within the Military Personnel Division are responsible for providing installation level personnel services to military personnel within U.S. Army Garrison Fort Buchanan.
We provide official DA photography and offers an assortment of multimedia products and services to support your mission to include state-of-the-art productions, audiovisual and photography services, ceremony support, multimedia presentations, and highly-detailed custom graphic products.
The New Parent Support Program (NPSP) promotes healthy Families through a variety of services including home visits, support groups, and parenting classes. We help Soldiers and Families learn to cope with stress, isolation, post-deployment reunions, and the everyday demands of parenthood. Army Families who are expecting a child or who have children up to age three can participate in all of our services confidentially and free of charge.

The Plans, Analysis, and Integration Office (PAIO) is the Garrison Commander's staff element for strategic and management planning. PAIO provides coordination, integration of enterprise-wide programs and activities, and facilitation for continuous improvement of Garrison functions.
The Fort Buchanan Police Department ASSISTs members of the Fort Buchanan community by providing guidance on law enforcement, emergency response, and security issues. PROTECTs the community with 24-hour law enforcement, force protection, and community assistance while maintaining liaison with federal, state, and local law enforcement agencies. DEFENDs good order and discipline by enforcing the rule of law and policies of the Garrison Commander and the Installation Management Command Commanding General.
The Public Affairs Office supports the installation by communicating on behalf of the installation and its leadership - providing clear, accurate, timely information to internal & external audiences. We employ a variety of communication strategies- including internal news and information products, media engagement, and public outreach.
Ready Army is the Army’s proactive campaign to increase the resilience of the Army community and enhance the readiness of the force by informing Soldiers, their Families, Army Civilians and contractors of relevant hazards and encouraging them to Be Informed, Make A Plan, Build a Kit and Get Involved. Through outreach and education, Ready Army calls our Army community to action and aims to create a culture of preparedness that will save lives and strengthen the nation.
The Army Retirement Services Office prepares Soldiers and their Families for retirement, assist survivors of Soldiers who die on active duty, and serve Retired Soldiers, surviving spouses, and their Families until death in order to comply with federal laws, encourage Retired Soldiers to be Soldiers For Life, and improve recruiting and retention.
The Security Division provides personnel security (PERSEC) administrative support and security clearance processing for all unit/organizations installation-wide. Provides guidance, advice, assistance, and oversight for the information security program for garrison activities and oversight for all tenant units and activities. The Soldier for Life – Transition Assistance Program (SFL-TAP) formerly The Army Career and Alumni Program (ACAP). The mission of the SFL-TAP is to deliver a world-class transition program for America’s Army that empowers members to make informed career decisions that enhances lives, communities and our nation. This program enables Soldiers to capitalize on their Army experience and skills. Soldiers make informed decisions using transition program services and re-enlistment may be a viable option. It is all about making informed decisions – setting Soldiers up for success.
Execute the delivery of military personnel services with promptness and efficiency for Active duty Soldiers, Army Reserve, National Guard, and Retirees. Ensure that each Soldier’s Certificate of Release or Discharge from active duty (DD Form 214) is prepared expeditiously with accurate and precise information. Assist in making the move from military to civilian life a smooth transition.

If already living in quarters immediately after obtaining the POFs. DO NOT take firearms into the registration location.
