MPD Services
The MPD provides military personnel support services to all Army units assigned to Fort Detrick. The division also provides identification cards and Defense Eligibility Enrollment Reporting System updates for all military service members, active duty, Reserve component, retirees, and their family members.
The office also provides identification cards to Fort Detrick civilian employees and contractor personnel. Veterans Affairs benefits counseling is available to all military service members and their families one day of the month. Please call (301) 619-7311 for an appointment.
In-Processing
In-Processing
Incoming Soldiers assigned to Fort Detrick must report to their assigned unit first to initiate the Military Personnel Division (MPD) in-processing workflow. All steps must be conducted in the duty uniform.
Step-by-Step In-Processing Workflow
1. Report to Your Unit:
- Initial Arrival: Report directly to the unit of assignment listed on your Permanent Change of Station (PCS) orders.
- Duty Status: Ensure you are officially signed out/departed from your losing command and signed in with your new gaining command.
2. S-1 Action Steps:
- Packet Submission: Your Unit S-1 will compile and send your in-processing packet to the MPD In-Out-processing mailbox. This packet must contain:
- PCS Orders
- Approved IPPS-A Absence Form (must be fully completed within the IPPS-A system)
- In-Processing Questionnaire
- Scheduling: MPD will coordinate and schedule your official in-processing appointment with the S1.
3. MPD Appointment:
- Escort Requirement: A designated unit representative (if applicable according to unit requirement) must escort you to the MPD office to pick up your installation in-processing checklist.
- Required Documents: Bring physical copies of your PCS orders and your approved IPPS-A Absence form.

⚠️ Missed Contact / Emergency Instructions:
If you arrive at Fort Detrick and have not been contacted by your Unit S-1 or unit representative:
- Report Directly: Go to the Military Personnel Division located at Building 1520, Room 121.
- Contact Phone: Call (301) 619-3381 for immediate assistance.
Out-Processing
Out-Processing:
- Eligibility & Clearing Papers: Soldiers can collect their Installation Out-Processing Checklist (DA Form 137-2) ten business days before their leave begins.
- Pre-Requisites: Before the MPD can initiate your DA Form 137-2, the unit S1 must send an out-processing packet to the MPD out-processing mailbox which consist of PCS orders, IPPS-A Absence form, Out-Processing Questionnaire. Your S-1 will also coordinate and schedule your out-processing appointment with the Military Personnel Division (MPD).
- Required Documentation: You must bring a copy of your PCS orders along with your approved IPPS-A Absence form.
- Final Out & Dress Code: Your final out-processing appointment must occur one day before your leave start date, and you must be in uniform to complete the process.

Attention: Please complete your MEMBER ELECTIONS for PCS Orders completion. An autogenerated email notification from IPPS-A will be sent to you.
Separations
Separations
All separation requests will be submitted through the S1. Once all documents are received, orders will be processed and distributed. All separations will receive their installation clearing papers on their scheduled initial appointment date (10 business days prior to the leave start date).
Retirement
Retirements
Retirement requests are submitted through your S1. Please contact your S1 for checklists on Enlisted, Officer, and Medical Retirements. Once the retirement request is approved, orders will be processed, and the initial appointment is scheduled (10 business days prior to the leave start date) All Soldiers are required to be in uniform for out-processing.
DA Mandatory Pre-Retirement Briefing/Survivor Benefit Plan (SBP)
This is MANDATORY FOR ALL RETIRING ACTIVE-DUTY SOLDIERS. Spouses are encouraged to attend.
