Wearing Appropriate Civilian Attire Off Post

Memorandum, dtd Nov 16, SUBJECT: U.S. Army Garrison (USAG) Italy Policy Letter #13, Enhanced Force Protection Requirements for Off Post Wear of Uniform, Events, and Privately Owned Vehicle (POV) Requirements

Service Members are not to wear uniforms or military affiliated attire at the Housing Office off post.

AR 670-1, Sec 3–9 sights civilian attire while off- duty; however, you are not off duty during your housing appointments.

Service Members need to plan ahead for housing appointments off post if in uniform i.e. bring civilian attire in a carry bag & coordinate a location to change in & out of civilian attire

  • Account for Weekends, Holidays, and Rest Days when scheduling flights and other  appointments
    • Residing in Government Quarters, DO NOT schedule flights on Tuesdays or Wednesdays  (Cannot Final Out-process over the Weekend)
    • Surpassing the “Maximum Duration” will likely result in out-of-pocket expense for lodging
  • TLA can only be approved by the Housing Office
    • Cannot receive TLA while on Leave or TDY status
  • Obtain Statement of Non-Availability (SNA) from the Ederle Inn before seeking lodging off post
    • Must have lodging receipt to file a TLA claim (Utilize the GTC)
  

Centralized Furnishings Management  Office (CFMO)

  • Temporary Loaner Furniture
  • 90-days for out bound personnel
    • If you elect not to utilize the government Loaner Furniture,  additional days of TLA will not be authorized.
  • Contact CFMO at +39-0444-71-2560/2561/2562/2563 or  DSN 646-2560/2561/2562/2563
  • Return the AFN Decoder and Transformer to CFMO
    • Provide the Turn-In Document to Housing Office when clearing

Clearing Villaggio & Government Leased Quarters

  • Schedule pickup date of HHGs with the Transportation Office
  • Contact the Housing Office, front desk to schedule an appointment with an A&T Clerk to do a  termination appointment (about month prior)
  • During the termination appointment, you must provide your:
    • Orders, Flight Itinerary, & Leave Request
  • A&T Clerk will schedule:
    • Pre-Termination Inspection (provides guidance and assess any damages)
    • Final Termination Inspection (schedule 3-days prior to flight or leave date)
    • Temp-Loan Furnishing Delivery (if needed)
  • Departure TLA must be done at the Housing Office during stay in lodging
    • Again… Orders, Flight Itinerary, Leave Request, & Paid Receipt
    • Statement of Non-Availability for the Ederle Inn, if needed
    • To avoid out of pocket lodging expense, DO NOT exceed 3-days of lodging by  accounting for Holidays and other office closures especially the weekends; therefore,  DO NOT SCHEDULE your flight on Tuesdays or Wednesdays.

Clearing Private Rental

  • Schedule pickup date of HHGs with the Transportation Office
  • Contact the Housing Office, front desk to schedule an appointment with a Lease Negotiator to  do a termination appointment (about month prior)
  • During the termination appointment, you must provide your:
    • Orders, Flight Itinerary, & Leave Request
  • Lease Negotiator will schedule:
    • Temp-Loan Furnishing Delivery (if needed) & Pick-up of Government Furnishing &  Appliances
    • Termination Inspection (scheduled 10-days or less prior to flight date)
    • Utilities Termination Appointment
    • DD-2367 can only be submitted to Finance 3-working days prior to effective date
  • Departure TLA must be done at the Housing Office during stay in lodging
    • Again… Orders, Flight Itinerary, Leave Request, & Paid Receipt
    • Statement of Non-Availability for the Ederle Inn, if needed
    • To avoid out of pocket lodging expense, DO NOT exceed 10-days of lodging because  Housing CANNOT authorize over 10-days of TLA
