This page provides interim guidance for linking from IMCOM Enterprise Web sites. Updated March 15, 2021.
The following is adapted from usa.gov guidelines.
Links to Government Websites
IMCOM Enterprise Web pages will link freely to government-owned or -sponsored public websites. These sites end in .gov, .mil and .fed.us. Sites created by Federal-private partnerships, sponsored by the government with other top-level domains (.com, .net, .org, .edu, .school, .info, etc.) and state government sites are also acceptible. These may be linked directly from our pages.
Local and State Government Sites
Link freely to local dot-gov, state-dot-us, and dot-edu sites owned by state and tribal governments and school boards. Use discretion with local government sites. If a local government or nonprofit organization uses a scheduling app or similar service to promote events like concerts and rodeos, garrison pages are free to link to them. A symbol reminding users they will be linked to a non-Federal site (⚠) shoud appear next to the link.
Links to Non-Government Websites
Links to nongovernmental sites (not owned or sponsored by the government) are allowed when the purpose cannot be served by a public site. The U.S. government neither endorses nor guarantees in any way the external organizations, services, advice, or products included in these website links. Furthermore, the U.S. government neither controls nor guarantees the accuracy, relevance, timeliness or completeness of the information contained in non-government website links. A symbol reminding users they will be linked to a non-Federal site (⚠) shoud appear next to the link.
Your site may link to FEDRAMP-compliant sites.
Linking to New Services
Any additional subscribed or purchased website (such as a membership in an educational site or a photo sharing service) needs to follow the Information Technology Governance Board process. Click here ✪ (requires CAC).

Evaluation Criteria
IEW staff evaluates all links using the following criteria:
- Does the website provide information and/or services in a way that is not available on an official government website?
- Is the website accessible and applicable to a wide audience?
- Is the website's content relevant, useful and authoritative for citizens, businesses and/or government officials?
- Does the website's information appear to be accurate and current?
- Is the website's approach to the privacy of personal information consistent with the government's privacy and security policies?
- Is the primary intent of the website to educate and inform, rather than persuade, convert, or sell? The site may include advertising but must be free from heavy marketing or promotion of products.
- Does the website provide information free of charge?
Prohibitions
Do not link to any website that exhibits hate, bias, discrimination, specific religious views, or social agendas. Furthermore, IEW reserves the right to deny or remove any link that contains misleading information or unsubstantiated claims, or is determined to be in conflict with IEW's mission or policies.
Avoiding Privacy Issues
Commercial websites cannot be required for conducting business with the government without a contract stipulating the use of DoD privacy standards. For example, if the only way to meet with a counselor is to schedule the appointment through a scheduling app found for free on the Web, the page would be in violation of this policy. Generally, there will be one, enterprise-wide service available to perform each task.
Recent discussions with IMCOM legal and privacy officials now allow these services to be used so long as:
1. The privacy implications of using such a service are spelled out, and
2. The garrison offers a way to accomplish the same business without resorting to the PII-collecting website. This means the web-based capability is offered as a convenience, not a requirement. A phone number to call for appointments, for example (be sure the person who receives the call doesn't type the information into the system).
iSportsman is an enterprise system and grandfathered. You can link to it.
Off-Limits / Alternatives:
Do not link to commercial survey services. Try using MilSurvey, one of the milSuite.mil services. Surveys by federal entities are highly regulated, and using this service will protect you from many pitfalls.
Authorized URL List (AURLL)
The following is a list of nonfederal addresses you can link to from IMCOM Enterprise Web. Links to any other sites will be removed as soon as they are found. Eventually this list will become automated -- you will no longer have the ability to link to nonfederal pages without adding them to this list.

Please email the CMS Manager and the site will be evaluated based on the criteria above.
Sites with Cautions / Alternatives
Although there is no hard-and-fast rule about PII collection, avoid linking to sites offering services without cost.
IEW can link to the following sites IF they are not owned/operated by the garrison. That is, if a local government, nonprofit or other entity uses one of these sites to promote services or events, IEW sites can link to those promotions. However, these services cannot be used by the garrison to sign up or schedule their own programs at the present time.
