The mission of the ACS center is to facilitate the commander’s ability to provide comprehensive, coordinated, and responsive services that support readiness of Soldiers, civilian employees and their families. ACS maximizes technology and resources, adapts to unique installation requirements, eliminates duplication in service delivery, and measures service effectiveness.
Fort Buchanan's Army Community Service (ACS) provides numerous programs and resources for Service Members (all branches, including active duty, guard and reserve), their families, retirees and DoD civilians. Programs and services provided by ACS include: Army Emergency Relief (AER), Army Family Action Plan (AFAP), Army Family Team Building (AFTB), Army Volunteer Corps (AVC), Exceptional Family Member Program (EFMP), Family Advocacy Program (FAP), Financial Readiness Program, Information, Referral & Follow-up (IR&F), Military Family Life Counselor (MFLC), Mobilization, Deployment & Support Stability Operations (MD&SSO), New Parent Support Program, Relocation & Employment Readiness Program, Survivor Outreach Services (SOS).

Under AR 930-4, Army Emergency Relief provides EMERGENCY financial assistance in the form of a non-interest bearing loan, grant, or a combination of the two.

The Army Family Action Plan (AFAP) is one of the Army's principal programs to ensure that well-being in the Army keeps pace with changing times.
AFTB provides training for a way of life that prepares everyone in America's Army to function at their highest level, in any situation, with minimal outside support. The training improves personal and family preparedness which enhances overall Army readiness. Please contact the ACS center for further information.
The AVC is a new way of thinking about volunteers and volunteering within the Army.
The Employment Readiness Program provides assistance to individuals in acquiring skills, networks and resources that will allow them to participate in the work force and to develop career/work plans.
The Exceptional Family Member Program is a mandatory enrollment program that works with military and civilian agencies to assist families with special needs by providing comprehensive and coordinated community, housing, educational, medical, and personnel services.
The Family Advocacy Program (FAP) is dedicated to the prevention, education, prompt reporting, investigation, intervention and treatment of spouse and child abuse.
The Financial Readiness Program offers information, education and counseling to enhance your abilities to manage money and invest in your future.
The Army Community Service (ACS) Information, Referral, and Follow-Up (I&R) Program provides commanders, Soldiers and families with information regarding military and civilian community resources. Our trained staff will give clients any information or assistance they may need or will refer them to the appropriate agency that can best help them.
The Mobilization, Deployment, and Support Stability Operations (MDSSO) helps support community readiness during deployments and emergencies. We help make sure installation programs align with unit deployment cycles, provide pre- and post-deployment support, and help unit Commanders with their Family Readiness plans and deployment support services for Service Members and their Families. We’re responsible for operating an Emergency Family Assistance Center in the case of an all-hazards event, and supporting Service Members and Families during Non-Combatant Evacuation Operations (NEO) and Repatriation. We also act as a case manager for all requests for assistance through the Army Disaster Personnel Accountability and Assessment System (ADPAAS).
The New Parent Support Program (NPSP) promotes healthy Families through a variety of services including home visits, support groups, and parenting classes. We help Soldiers and Families learn to cope with stress, isolation, post-deployment reunions, and the everyday demands of parenthood. Army Families who are expecting a child or who have children up to age three can participate in all of our services confidentially and free of charge.
Moving is a part of life for Soldiers, civilian government employees and their Families. The Army Community Service Relocation Readiness Program is here to help with a comprehensive support system, whether it’s your first move or the last of many. We have all kinds of information and resources to help you and your family navigate your next military move.

The Army's Sexual Harassment/Assault Response and Prevention program, known as SHARP, exists so the Army can prevent sexual harassment and sexual assaults before they occur. Our goal is to eliminate sexual assaults and sexual harassment by creating a climate that respects the dignity of every member of the Army family.
The Special Needs Accommodation Process (SNAP) is a multidisciplinary team established to ensure the most appropriate placement of children with special needs. The team meets to review any new applications that indicate any possible special needs to review concerns regarding children already placed in Child and Youth Services (CYS) programs.

If you’re a surviving Family member, Survivor Outreach Services (SOS) offers you access to support, information, and services, closest to where you live, when you need it and for as long as you need it.
Survivor Outreach Services is part of the Army Casualty Continuum of Care. It’s designed to provide long-term support to surviving Families of Fallen Soldiers. Our goal is to reassure Survivors that they remain valued members of the Army Family.
