What is an MS4?
A Municipal Separate Storm Sewer System (MS4) is defined by EPA as “a conveyance or system of conveyances owned or operated by a public body designed for collecting or conveying stormwater.” MS4s include municipalities of cities, states, and federal systems such as military bases and correctional facilities. In July 2013, Fort Drum, New York, was designated by the New York State Department of Conservation as a small MS4 under the Clean Water Act stormwater regulations, 40 CFR 122.26. On March 7, 2014, Fort Drum received permit coverage from the New York State Department of Environmental Conservation.
Purpose: It is our duty as members of the Fort Drum community to protect the environment and its natural resources. The Fort Drum Environmental Division’s priority is to ensure that all activities on Fort Drum have a minimum impact on our local waterways such as the Indian River, Black River and Remington Pond.
Goal: Our goal is to protect Fort Drum’s lakes, ponds, rivers, and streams by reducing pollution carried by stormwater into our nearby watersheds. The stormwater program is responsible for developing, implementing, and monitoring the Stormwater Management Plan; reviewing construction Stormwater Pollution Prevention Plans; educating the public about stormwater pollution prevention; encouraging public participation in the stormwater program; and conducting stormwater infrastructure and stormwater discharge inspections for potential environmental hazards.
Fort Drum’s Municipal Separate Storm Sewer System (MS4) Report is required to be made available to the public under the “Minimum Control Measure 2: Public Involvement / Participation” in Part VII of the Municipal Separate Storm Sewer System Permit. The most recent MS4 report will be uploaded for public review after June of every year.
