Public Notice: Extension of Deadline for Completion

of Environmental Assessments

The Devens Reserve Forces Training Area (RFFTA) announces an extension to the deadline for completing two Environmental Assessments (EAs): the Integrated Natural Resources Management Plan (INRMP) EA and the Integrated Cultural Resources Management Plan (ICRMP) EA. The new deadline for finalizing both documents is July 1, 2026.

This extension will allow for the completion of necessary analyses to ensure comprehensive and accurate environmental review. At this time, the assessments remain incomplete, and proceeding with issuance under current conditions would result in an inadequate analysis.

Several factors have contributed to the delay in publication, including:

•  The rescinding of the Council on Environmental Quality’s regulations implementing the National Environmental Policy Act (NEPA).

• Workforce reductions at the U.S. Army Corps of Engineers attributable to the 2025 Deferred Resignation Program.

• The temporary suspension of government employees due to a lapse in appropriations in 2025.

We appreciate the public’s patience and understanding as we work to complete these critical assessments in accordance with applicable environmental statutes and regulations. Further updates will be provided as the process advances.

For questions or additional information, please contact Acting DPW Director, Zygmunt Osiecki at zygmunt.v.osiecki.civ@army.mil.
