Deputy to the Garrison Commander Ms. Yvette L. Castro
Ms. Yvette L. Castro serves as the Deputy to the Garrison Commander for U.S. Army Garrison (USAG), Fort Buchanan, Puerto Rico effective May 9, 2022. She supports the Garrison Commander in accomplishing the mission of overall base operations management for the garrison and tenant activities. She also provides administrative program direction to various directors and special staff in the areas of finance, logistics, police and fire services, housing, engineering and environmental services, community activities, family programs and personnel.
A graduate of the University of East Anglia, Norfolk, England where she gained her L.L.B, Bachelor of Law. Her postgraduate law degree was awarded by the University of London, Inns of Court School of Law, England. Army Management Staff College (AMSC); Advanced Course, 2021. She is a member of cohort three of the HQ Installation Management Command (IMCOM), Emerging Enterprise Leader's (EEL) Program where she serves as a mentor.
Castro has served in two garrison director positions, Director of Family and, Morale, Welfare and Recreation, USAG Fort Buchanan and the Director of Human Resources, USAG Benelux, IMCOM-Europe, providing services at three installations including two garrison satellite locations and three Army Preposition Stock sites in Belgium, the Netherlands and Germany.
In 2019, Castro served consecutively as the Deputy Garrison Manager (DGM) for the USAG Benelux - Schinnen Community in the Netherlands and the Deputy Garrison Manager for USAG Benelux-Brussels Community. These positions provided support to senior U.S. personnel serving throughout the North Atlantic Treaty Organization (NATO) footprint; as well as the member nations of the Alliance.
Before entering into federal service Castro had a nine-year career as a teacher and school administrator in both the United States and the United Kingdom, England before completing Law School, where she was called to the London Bar in 2005 and qualified as a Barrister at Law specializing in employment and criminal law.
Castro was awarded the U.S. Army Meritorious Civilian Service Medal in 2021. She received the Commander’s Award for Civilian Service in 2019 for successfully serving as the DGM at Schinnen, in the Netherlands and Brussels, Belgium Deputy Garrison Manager. She was also the recipient of the Commander’s Award for Civilian Service for provision of exemplary family support.
Castro is married to Andy Castro, they have two sons Angel and Trent, three beautiful grandchildren as well as two Chihuahuas, Lilly and Gigi.
