Colonel Donyeill “Don” Mozer assumed duties as the Garrison Commander of White Sands Missile Range, New Mexico, in 2024. In this role, he serves as the senior executive responsible for the installation’s day-to-day operations, overseeing infrastructure, safety, logistics, human resources, security, and quality-of-life programs, and managing a $150 million annual operating budget supporting one of the Army’s premier research, development, test, and evaluation installations.
Prior to assuming command at White Sands Missile Range, Colonel Mozer served as the Director of Operations (J3) for Joint Task Force North at Fort Bliss, Texas, where he directed joint and interagency operations in support of homeland defense, counter-narcotics, and transnational threat reduction missions. He previously served as the Director of Logistics (J4) for Joint Task Force North, managing enterprise logistics and coordinating interagency support across North America.
Colonel Mozer commanded an Army Field Support Battalion under U.S. Army Materiel Command from 2018 to 2020, leading more than 600 Soldiers, civilians, and contractors responsible for multi-million-dollar supply chains and equipment readiness. His earlier assignments include service as a Professor and Department Head of Military Science (ROTC) at McDaniel College, an Observer Coach/Trainer at the Joint Readiness Training Center, and key staff and executive officer positions at the division, brigade, and battalion levels within the 1st Armored Division, 2nd Infantry Division, 3rd Infantry Division, and 4th Infantry Division.
A combat veteran, Colonel Mozer began his career as an Infantry officer and deployed in support of Operation Iraqi Freedom as a First Lieutenant, serving as a Rifle and Support Platoon Leader with 1st Battalion, 41st Infantry Regiment, less than three years after graduating from college. He later deployed to Iraq as a Battalion Executive Officer in Ninewa Province, directing staff operations supporting stabilization, reconstruction, and transition teams, and to Afghanistan in support of joint and multinational operations.
Colonel Mozer served as an instructor at the United States Military Academy at West Point, New York, where he taught military science, tactics, and leadership and helped develop curriculum in logistics and operational planning. He is a graduate of the U.S. Army War College and the Command and General Staff College and holds multiple advanced degrees, including a Master of Strategic Studies, a Master of Public Administration, and a Bachelor of Arts in Sociology. He is currently completing doctoral research in Interdisciplinary Health Sciences at the University of Texas at El Paso.
His military awards include the Legion of Merit, two Bronze Star Medals, four Meritorious Service Medals, Combat and Expert Infantry Badges, Airborne and Rigger Badges and the Ranger Tab.
Colonel Mozer has been married to his wife, Likuana, for 25 years, and they have three children. He is deeply committed to leader development, mentorship, and public service and brings a lifelong dedication to mission, people, and community to his command.
