Passport and visa services are by appointment only. The exception to this policy is the multi-entry stamp.

SPECIAL ISSUANCE PASSPORTS (SIPs)

Special Issuance Passports are issued to U.S. government-affiliated personnel based on a legitimate, funded and official travel requirements to a country that requires a passport per the Foreign Clearance Guide. SIPs consist of the following:

Official (Maroon)

No-fee Regular (Blue)

Service (Grey)

Command-sponsored civilians and their family members, as well as command-sponsored family members of military personnel are required to obtain a SIP prior to arrival in Japan. (U.S. citizens only). These passports are used to enter and exit Japan.

NOTE: Passport and visa requirements may vary for non-U.S. citizens and for dual nationals traveling on non-U.S. passports. Such travelers should check with the nearest host-nation embassy or consulate to determine what credentials are required for entry.

TOURIST

Tourists are highly encouraged to have both tourist and no-fee passports while residing in Japan. No-fee passports are not to be used for leisure travel; they are for official travel only. Contractors, local-hire civilians and non-command-sponsored family members must be in possession of a tourist passport.  The Foreign Clearance Guide provides information regarding entry and exit requirements.

CONSULAR REPORT OF BIRTH ABROAD (CRBA)

A Consular Report of Birth Abroad (CRBA) is a formal document certifying the acquisition of United States citizenship at birth for a person born abroad to a U.S. citizen parent or parents who meet the requirements for transmitting citizenship under the Immigration and Nationality Act (INA). United States non-citizen nationals are also eligible for a Consular Report of Birth Abroad, using the non-citizen option. In simple words, applying for a CRBA is the way a U.S. citizen can transmit citizenship to a child born abroad.

U.S. Forces personnel assigned to Japan are recommended to apply for the CRBA within 30 days of an OCONUS birth of a child. The CRBA must be completed through the U.S. Embassy in Tokyo. For a list of documents required click HERE.

VISA

Visa may be required depending on the traveler’s citizenship and type of the native country passport. For a list of Visa requirements by country, personnel are directed to access the Foreign Clearance Guide. 

SOFA/MULTI-ENTRY STAMP

U.S. military members, government civilian employees and their dependents in Japan live here pursuant to the United States-Japan Status of Forces Agreement (SOFA). U.S. military members on orders do not need a passport or a visa to enter and remain in Japan. They acquire SOFA status through their PCS/TCS or TDY orders and CAC. U.S. government civilian employees and all dependents who are not Japanese citizens are required to have official orders, ID card(s) and Special Issuance Passports (SIPs) with a SOFA stamp. SOFA stamps are issued by Japanese immigration upon arrival.

Multi-entry stamps are issued by the Camp Zama Passport Office to SOFA-authorized military family members, civilians and their family members, and SOFA-authorized personnel in categories not previously listed. Stamps are given to facilitate easier entry and exit to Japan during the period you are stationed here. Stamps are issued on a walk-in basis Monday through Wednesday and Friday from 8 a.m. to noon and 1 to 4 p.m., and Thursday from 1 to 4 p.m. only. (Afternoon hours will have shorter waiting periods.)

Note: Even with an exit/re-entry stamp in the passport, assigned personnel may also be asked to show their CAC and a copy of their leave or TDY orders when exiting and re-entering Japan. 

APPLICATION PROCESS

For direct access to the Passport Application Wizard, go to https://pptform.state.gov. Click the box and hit “Submit.” Go to the column on the left side of the page, Apply Online and below it, click “Submit.” You will be completing a regular passport application. There is no option for an official passport.

Complete all requested information. Do not withhold information, answer all listed questions. Below are some pointers for completing the application.

IN/OUT-PROCESSING

Any U.S. passport, at all times, remains the property of the U.S. government and must be returned upon demand. A Special Issuance Passport (SIP) may be used only as long as the bearer retains the position or status for which it was issued. A SIP must be returned to the Department of State for cancellation upon the termination of the bearer’s employment or status, when it is no longer required for the bearer’s job duties, or at any other such time as the Department of State may determine.

During the in/out-processing process, personnel serviced by the Camp Zama MPD are required to bring all passports issued to the sponsor and dependents to the Camp Zama Passport Office for evaluation (ensuring the correct travel documents are issued).
