Our Mission

DPTMS coordinates and synchronizes daily operations across all USAG directorates, support offices, tenants, partner organizations and off-post agencies. The organization also: plans and executes quality events and ceremonies; provides preemptive measures to protect health and safety; coordinates and synchronizes day-to-day operations of the garrison; and provides an integrated capability for antiterrorism and emergency management, plans and exercises, training enablers, mobilization and deployment support, visual information and security.

 

Plans & Operations Division

The Plans and Operations Division coordinates daily operations across garrison directorates, support offices, tenant units, partner organizations, and off-post agencies, while maintaining situational awareness of USAG activities and long-range calendars. the division plans and executes ceremonies and events, leads special projects, and conducts required work groups, meetings, and briefings. It synchronizes and prioritizes antiterrorism, emergency management, airfield operations, and mobilization/deployment support to ensure an integrated installation capability for exercises and real-world contingencies.

 

Training Division

The Training Division enables execution of mandatory collective and individual training, and develops training plans, programs, and policies in support of the civilian workforce. It is responsible for the readiness and semi-annual training brief and development of USAG Japan’s Annual Training Guidance. The division manages the knowledge management program to promote change management and develops process-improvement tools to foster a knowledge-centric culture.

 

Security Division

The Security Division serves as the principal staff office of the Garrison responsible for providing guidance, assistance and oversight for all matters related to Personnel Security (PERSEC), Information Security (INFOSEC), Industrial Security (INDUSEC), Security Education and Training Awareness (SETA), and Operations Security (OPSEC). Specific responsibilities of the Security Division include initiating background investigation requests for security clearances and HPSD-12 requests for CAC; granting access to classified information and activities; storage of classified information; review of Performance Work Statements(PWS) for classified contracts; review and sign DD 254; and conduct OPSEC Level II reviews for Garrison service and construction contracts. Additional services provided by the Security Division include fingerprint support for Garrison and supported tenant activities on the installation.

 

Protection Branch

The Protection Branch includes the Emergency Management Office and Antiterrorism Office, and is responsible for planning, preparing, and coordinating operational, emergency, disaster, and antiterrorism/force protection actions for the installation and assigned mission and tenant units. It coordinates all-hazards emergency management preparedness, training, and exercises with installation and bilateral partners, and manages the Emergency Operations Center (EOC).
