Mr. James assumed responsibilities as the Deputy to the Garrison Commander, National Training Center, Fort Irwin California in January 2024. He serves as the commander's principal civilian executive and advisor on all matters relating to installation management and operations. Mr. James also exercises responsibility for providing garrison-wide services in support of over 20,000 Service Members, Families, Retirees, and Civilians. Upon his retirement from the Marine Corps in 2002, Mr. James worked for several years in the mortgage industry in Irvine CA. In 2005 he began his Department of Army Civilian career, with the Installation Management Agency, Presidio of Monterey, CA. 

Throughout his installation management career, Mr. James has held a variety of positions to include, Strategic Planner, Chief of Plans, Analysis, Integration, Director of Garrison 3/5/7, Regional Installation Specialist, Garrison Manager, and Chief of Staff. He has served in these positions in California, Arizona, Germany, Korea, North Carolina, and Virginia. Besides a bachelor’s degree from the University of Maryland, he holds a Master of Business Administration from the Webster University, and a Master of Science in Strategic Studies from the US Army War College.
