Mr. Ryan assumed responsibilities as the Deputy to the Garrison Commander, National Training Center, Fort Irwin California in August 2020. He serves as the commander's principal civilian executive and advisor on all matters relating to installation management and operations. Mr. Ryan also exercises responsibility for providing garrison-wide services in support of over 20,000 Service Members, Families, Retirees, and Civilians.
Prior to his current assignment, Mr. Ryan served as the Deputy to the Garrison Commander USAG Yongsan / Casey from 2015 to 2020. During his tenure he was responsible for the coordination, management and implementation of the Area North Concept that merged USAG Yongsan/Area 2 and USAG Red Cloud/Area 1 into one operational area that encompasses all Army bases and sites from CP Tango south of Seoul to the DMZ. Prior to going to South Korea, Mr. Ryan served as the senior program management analyst for US Army Installation Management Command (IMCOM) Family and Morale, Welfare and Recreation (FMWR) Business Operations. He was responsible for the Army-wide management of new business opportunities, professional development, Public Private Partnership Program, Name Brand Casual Dining Program, Standardization and Performance Measures, Business Operating Standards, Performance Improvement Program and associated programs. Prior to this, Mr. Ryan’s served as Chief of Business Operations, G-9, IMCOM, responsible for world-wide operational management, program planning, financial analysis and program development for 345 revenue generating operations. Upon the standup of the IMA, he served as the Chief, MWR Business Operations from 2003-2007. In 2007, Mr. Ryan was admitted to the US Army War College (AWC) and graduated in June 2008. Upon graduation Mr. Ryan served as the Director of Family and Morale, Welfare and Recreation Programs at USAG Humphreys, Pyongtaek, South Korea. Mr. Ryan started his career with the US Army in 1993 has the Director, MWR Business, Lodging and Marketing Programs for the US Army Military District of Washington.
Mr. Ryan holds a Masters in Strategy Studies from the US Army War College (class of 2008). In 2006, Mr. Ryan was a Senior Executive Fellow at Harvard University. In 2005, he earned a Master’s in Public Policy Management from Georgetown University’s Public Policy Institute. He holds a Master’s in Business Administration from Johns Hopkins University and graduated Cum Laude with a Bachelor of Science Degree in Business Administration from the University of Maryland. Additionally, Mr. Ryan earned an Associate of Art Degrees in Food and Beverage Management and Hotel Administration from Montgomery College. Mr. Ryan is a graduate of the US Army Management Staff College and the Department of Defense’s Defense Leadership and Management Program (DLAMP).
Mr. Ryan is the recipient of the Meritorious Civilian Service Award, Superior Civilian Service Award, Commander's Award for Civilian Service, and the Achievement Medal for Civilian Service. In 2006, he was awarded the US Army Morale, Welfare, and Recreation Order of the White Plume, the Army's highest award for achievement in Army MWR service.
Mr. Ryan was married to the former Somchit (Ann) Lapteeravut of Suphan Buri, Thailand for 28 years until her passing in 2011. He has two daughters, Dominique (34) a graduate of the University of Maryland and Jessica (31), a graduate of the University of Texas at Austin and holds a Masters from Georgetown University.
