The Human Resources Directorate integrates and delivers the full spectrum of Human Capital Program management and human resource base support services that enable readiness for a globally-responsive Army. The DHR is responsible for Military Personnel Services, Soldier Education and Transition Services, Army Substance and Abuse Services, Administrative Services, Command Civilian Personnel Issues, and creating a Professional Installation Management Workforce. We continue to improve upon our human capital strategy that manages, retains and rewards a performance based organization and high quality workforce.

Area IV Regional Accredited Local Colleges
The University of Maryland Global Campus (UMGC), Troy University (Troy U), and Embry-Riddle Aeronautical University (ERAU) are the universities with offices across the Korean peninsula. Locally in Area IV, the UMGC has enrollment offices and classrooms inside both the Camp Carroll and Camp Henry Education Centers for on-site classes. All three universities are represented by friendly and professional staff who retain the distinction of being regionally accredited institutions by the U.S. Department of Education.
Army Education Center Guidance Counselor
The Area IV Education Centers guidance counselors serve as a professional education counselor in the Army continuing Education System (ACES) Program by providing the full range of general educational and career development counseling to both military and civilian personnel of the installation/activity.

Whether you’re at home or abroad, you’ll have unlimited access to educational opportunities, support, and guidance throughout your desired Education Path, Civilian Path, Credential, or Army ROTC scholarship program. Soldiers can learn from anywhere. Design the path that best fits your learning preference and schedule—learn online or in the classroom. Soldiers can receive up to $4,000 per year in TA/CA in pursuit of an Associate’s Degree, Bachelor’s Degree, Master’s Degree, Credential, Academic Certificate or other Army Special Programs.

Army Green to Gold Active Duty Option Program
The Army Green to Gold Active Duty Option Program allows you to earn a degree and Commission serving your country. The Green to Gold Program is a two-year program that provides eligible, Active Duty enlisted Soldiers an opportunity to complete a baccalaureate degree or a two-year graduate degree and earn a commission as an Army Officer.
Army Medical Department Enlisted Commissioning Program
The Army Medical Department (AMEDD) Enlisted Commission Program provides eligible Active Duty, Reserve, National Guard or Activated Guard Reserve (AGR) Army Soldiers the opportunity to complete a Bachelor’s of Science in Nursing (BSN) and receive a commission in the Active Duty component of the Army Nurse Corps (ANC).
Army Personnel Testing Program
The Army Personnel Testing (APT) Program includes standardized tests to determine eligibility for enlistment or specialized training and language aptitude/proficiency tests. The APT program is governed by AR 611-5 Personnel and Classification Testing.
Basic Skills Enhancement Program
The Basic Skills Enhancement Program (BSEP) (formerly known as FAST) is the commanders’ primary on-duty education program. BSEP is a refresher course covering both Math and English that soldiers take to help raise their GT scores when re-testing on the Armed Forces Classification Test (AFCT).
Career Programs (DA Civilian)
The Army recognizes 31 Army Civilian Career Programs or specialized professional communities. All Army Civilians are “mapped” or assigned to a Career Program by virtue of their Position Description. The Army Civilian Career Programs system exists to maximize the talent of the Army Civilian Corps and to afford each Army Civilian the opportunity to pursue career aspirations.
Career Skills Program
HQ IMCOM manages and executes the Army’s Career Skills Program to prepare Soldiers for civilian employment upon completion of their military service. The Army Career Skills Program offers the opportunity to participate in first-class apprenticeships, on-the-job training (OJT), job shadowing, internships and employment skills training.
Civilian Education System
The Civilian Education System (CES) is a progressive and sequential leader development program that provides enhanced educational opportunities for Army Civilians throughout their careers. Army Civilians will become multi-skilled, agile leaders of the 21st Century who personify the Warrior Ethos in all aspects, from warfighting support, to statesmanship, to enterprise management.
Civilian Random and Pre-employment Testing
Army Substance Abuse Program collects and ships 50% of the Tested Designated Position civilian population yearly. ASAP assists CPAC with pre-employment screening of applicants by scheduling drug tests CONUS and conducting in-house testing if applicant is available in Area IV.
Credentialing Assistance Program
The Army Credentialing Assistance (CA) program increases the Soldier’s value to and competitiveness of the Army through helping Soldiers attain industry recognized credentials. Funding is provided for voluntary off-duty courses and/or exams leading to an industry-recognized academic or vocational credential listed in the Army COOL website.
Developmental Assignment Program (DA Civilian)
The Developmental Assignment Program (DAP), for junior- and mid-level employees, provides multifunctional training and assignments that strengthen the experience of junior and mid-level employees in preparation of broader responsibilities. These 90-day assignments are meant to develop well-rounded employees, and to improve organizational communication.
Drug Testing Program Services
Army Substance Abuse Program manages all aspects of the unit biochemical-testing program, to include training Unit Prevention Leaders and testing civilian employees. Army Substance Abuse Program processes and ships 10% monthly mandatory randomly military collected specimen samples from assigned units in Area IV.
Employee Assistance Program
The Employee Assistance Program (EAP) may help employees and supervisors address adult Living problems that have the potential to affect work performance and conduct.
Exit Interviews (DA Civilian)
An exit interview is a confidential survey conducted with a civilian employee who is separating from the Garrison. The information shared by the separating employee is consolidated with feedback from other employees who have recently separated, then briefed to the Garrison Commander on a quarterly basis. The purpose of USAG Daegu exit interview is to gain feedback from employees in order to improve aspects of the organization, better retain employees, and reduce turnover.
Financial Aid Opportunities
Financial aid is available to Soldiers who may have exceeded or ineligible for Uniformed Services Tuition Assistance (TA) or require extra funds for books and application fees. Guidance counselors can provide several options to fund your education. Some options include Post-9/11 GI Bill, MyCAA, and FAFSA.
Freedom of Information Act and Privacy Act
Since 1967, the Freedom of Information Act has provided the public the right to request access to records from any federal agency. It is often described as the law that keeps citizens in the know about their government. Any person may file a FOIA request for any reason.
ID Cards & DEERS
ID Cards & DEERS office provides professional, quality customer service to all Soldiers, family members, retirees, civilian and contract employees. Our services include the issuance of Identification Cards for Members of the Uniformed Services, ID Tags, and update DEERS records.
IMCOM Operation Excellence (OPEX) Customer Service Training
In order to provide standardized customer service training across IMCOM, we implemented garrison-wide OPEX and OPEX for Leaders training. OPEX is a successful, experiential learning program that follows the Army Learning Model and has been delivered to thousands of NAF and APF IMCOM employees.
Individual Assessments (DA Civilian)
An individual assessment is the ideal instrument for evaluating potential, leadership ability, and preferences. USAG Daegu offers True Colors Personality Assessment to civilian employees interested in increasing self-awareness of their preferences for learning and working in collaborative environments.
Individual Development Plans (DA Civilian)
An Individual Development Plan (IDP) is a performance improvement tool designed for civilian employees of the Installation Management Command (IMCOM) and is a requirement for all USAG Daegu civilian employees. It is completed in partnership with the supervisor and the employee. When properly used, IDPs assist our civilian employees in reaching their career goals.
Local & Centrally Funded Trainings (DA Civilian)
These resources are no/low-cost training opportunities held in Area IV, CONUS, or virtually that provide education specific to the learning-needs of civilian employees. The method and topics change continuously based upon the needs expressed by Garrison employees.
Military Reassignments
Provides support to all Permanent Party and Trainee/Student Soldiers in the following areas; Permanent Change of Station, Temporary Change of Station, Foreign Language Proficiency Bonus, Special Duty Pay, Stabilization, Deletion/Deferment requests, and No-Fee Passports.
Montgomery GI Bill/Post 9/11 GI Bill
Area IV Guidance Counselors provide counseling services to active duty Soldiers and their family members on several Department of Veterans Affairs (VA) educational benefit programs. Spouses and family members may also be eligible for education and training assistance. These programs include Montgomery GI Bill, Post 9/11 GI Bill, VA Yellow Ribbon Program, and VA Top-Up Program.
Multi-use Learning Facility
The Area IV Education Centers at both Camp Henry and Camp Carroll operate Multi-use Learning Facilities (MLFs). The MLF is a technology based facility that provide training, education, and support materials for Soldiers to develop/sustain job related and leadership skills.
National Testing Center
The National Testing Center (NTC) features exams and certifications in a wide variety of subject areas, on-site support, easy scheduling, and the benefit of instant score results. Available exams include College Level Examination Program (CLEP), DANTES Subject Standardized Tests (DSST), Pearson VUE, and Excelsior College exams.
Official Mail Room
Official mail is all mail that pertains exclusively to the business of the United State Government.
Performance Management (DPMAP)
The DoD Performance Management and Appraisal Program provides a framework for supervisors and managers to communicate expectations and job performance; links individual employee performance and organizational goals; facilitates a fair and meaningful assessment of employee performance; establishes a systematic process for planning, monitoring, evaluating, recognizing and rewarding employee performance that contributes to mission success; and nurtures a high-performance culture that promotes meaningful and ongoing dialogue between employees and supervisors and holds both accountable for performance.
Post Office
Postal Service operates as an extension of the U.S. Postal Service to bring authorized members of the Area IV community the most expeditious and efficient, personal and official mail services possible; comparable to that enjoyed domestically.
Ration Control
Access to duty-free goods is controlled by the US-ROK SOFA and U.S. laws, regulations and policies. In Korea, patrons allowed to purchase duty-free goods at the commissary and exchange must be authorized in accordance with commissary and exchange regulations as well as the SOFA.
Records Management
Provide assistance with Army Records Information Management System (ARIMS), maintain Records Holding Area, office symbol (USAG only) and distribution formula services, correspondence management, staff directory, Vital Records program, and management information control.
Retirement Services Office
The Retirement Services Office provides a variety of support functions to retiring and retired military personnel, their dependents and survivors. We provide retirees and their families, additional services that would be readily available to retirees living in the U.S. but are not easily accessed from Korea.
Soldiers Civilian Credit Assessment Memorandum
The Soldier’s Civilian Credit Assessment Memorandum is an administrative service provided by Area IV Guidance Counselors. The memorandum is produced by the Education Center counselor after receipt of either unofficial or official copies of university transcripts. The memorandum is utilized by the S1 Personnel Office to update Soldier’s Enlisted Record Brief (ERB) or Officer Record Brief (ORB) for university credits accumulated, increase promotion points for advancement boards, or to prepare an application package for Officer Candidate School (OCS).
Substance Abuse Prevention/Awareness Training
Unit Education targets group oriented preventive education/training programs, Prime for Life, media activities, public awareness events, etc., directed at all levels of the command, in the effort to prevent the abuse of alcohol and other drugs.
Suicide Prevention
Unit Education targets group oriented preventive education/training programs, Prime for Life, media activities, public awareness events, etc., directed at all levels of the command, in the effort to prevent suicide.
Uniformed Services Tuition Assistance
The Uniformed Services Tuition Assistance (TA) program provides financial assistance for voluntary off-duty education programs in support of a Soldier's professional and personal self-development goals. TA is available for courses that are offered in the classroom or by distance learning and is part of an approved academic degree or certificate program.
TAP Virtual Center
The TAP Virtual Center is an immersive, three-dimensional, online environment where Soldiers can receive all the transition and education services that they would normally receive at a bricks-and-mortar TAP Center.
Uniformed Services Tuition Assistance
All active duty Soldiers are potentially eligible for the Uniformed Services Tuition Assistance (TA) Program to fund academic programs such as: Certificate, Associate’s, Bachelor’s, or Master’s degree.
Unit Prevention Leaders (UPL) Certification course
The Army Substance Abuse program conducts Unit Prevention Leaders (UPL) Certification courses every other month and can conduct recertification as needed.
USAG Daegu Leadership through Engagement, Agility, & Development
The United States Army Garrison Daegu (USAG-D) Garrison Commander recognizes that investing in the Area IV workforce and developing them for future leadership positions is critical to sustaining and advancing the Army’s mission. One proactive approach to this goal is the USAG-D Leadership through Engagement, Agility, and Development (USAG-D LEAD) Program, a six-month local leadership development program, that focuses on connecting GS 9-12 (or equivalent) employees with the competencies, knowledge and experience key to delivering extraordinary services and installations to our community.
Workshops for Transitioning Service Members
The Transition Assistance Program provides both mandatory and optional workshops for transitioning service members. Examples of mandatory classes include: Pre-Separation brief, DOL employment workshops, and VA benefits brief among others.
