Special Victims Capabilities Course (SVCC) / Sexual Assault Investigations Course (SAIC)

SVCC/SAIC is a two-week course for proper investigation and prosecution techniques in sexual assault cases. Instruction includes a historical overview of sexual assaults, legal aspects/Article 120/retaliation, neurobiology of trauma, male victimization, alcohol and drug facilitated sexual assaults, sex offender behaviors and interviews, sexual assault injuries, intimate partner sexual assaults, stalking, strangulation, investigative trends, the use of digital forensic evidence, Trauma-Informed Interview (TII)  techniques, Special Victim's Counsel roles and responsibilities, the defense perspective, and self/buddy care. This course is taught as a residence course at Ft. Leonard Wood, MO.

There is only one other sanctioned Sexual Assault Investigation course within DoD, the US Air Force Office of Special Investigations’ Sex Crimes Investigator Training Program held at the Federal Law Enforcement Training Center in Glynco, GA.  However, this course has not been granted as a substitute for SVCC/SIAC to Army Special Agents and cannot be used in place of SVCC/SAIC for SVIP certification or ASI required training fulfillment.  Failure to conduct this course would result in DoD MCIO's losing specialized skill sets that are essential to the process of investigating one of the most sensitive categories of crime. Failure to properly identify and document criminal offenders substantially increases the "at risk" window for victims of sexual assault.  Due to the perpetration frequency, military sex offenders are capable of offending for many years prior to being discovered.  Lack of training will reduce investigator’s ability to identify and prevent sexual assaults impacting Soldier/Family readiness. Failure to train this course will decrease offender accountability and prosecutorial responsibilities.
