INSTALLATION ACCESS

If you wish to sponsor/escort a non-USFK individual, you can do so at gates with Visitor Control Centers (VCC). The two most common way for individual visitors is the standard 120 Hour Guest Pass for short-term or with USFK Form 81-E for extended visits.

Units that need an increased escort authority for an event can submit a memorandum to the Access Control Office for processing. MILLETT GATE (ANJEONG-RI)

This gate is for vehicle traffic only (i.e. registered POVs, non-tactical GOVs, motorcycles, and bicycles). There is no Visitor Control Center.

This gate is operational 24/7, Monday-Sunday. It is designated as a Visitor Control Center for pedistrians (foot traffic). NOTE: Personnel with bicycles may utilize this gate.

This gate is operational 24/7, Monday-Sunday, for vehicle traffic (i.e. POVs, non-tactical GOVs, motorcycles, bicycles, commercial, buses, military tactical vehicles, and pedestrians). Yoon Gate is also a designated Visitor Control Center and is operational 24/7, Monday-Sunday.

GALER (CPX) GATE (SONGHWA-RI)

This is a "Limited Use Gate" for vehicle traffic only (i.e. registered POVs, non-tactical GOVs, school buses, motorcycles, and bicycles). There is no Visitor Control Center.

Outbound Traffic: Monday-Friday, 6:30-9:30 a.m. & 3:30-6:30 p.m.

CHARLTON GATE (HAMJEONG-RI)

This gate is open to vehicle traffic (i.e. registered POVs, non-tactical GOVs, buses, motorcycles, and bicycles). Charlton Gate does not have a Visitor Control Center. However, pedestrians with approved installation passes may use the pedestrian gate for entry/exit.

ADAMS GATE (DODU-RI)

This gate is operational 24/7, Monday-Sunday, for vehicle traffic (i.e. POVs, non-tactical GOVs, motorcycles, bicycles, commercial, buses, military tactical vehicles, and pedestrians). Adams Gate is also a designated Visitor Control Center and is operational 24/7, Monday-Sunday.

The co-located Pass & ID Office processes SOFA and Non-SOFA Installation Access Request, Short-Term Visitor and Vehicle Passes for sponsored guests, ROK military, ROK government, retirees and widowers.

Visitor Escort

ESCORTING VISITORS/GUEST ACCESS

There are two methods for guests to access Camp Humphreys:

  • 120 Hour Temporary Guest Pass (Sponsor escorted)
  • USFK Form 81-E (Application for Individual-Sponsored Access Pass)

 

120 Hour Temporary Guest Pass (Paper Pass)

The 120 Hour Guest Pass is granted for those only visiting for a short period of time (1-5 days). This pass is only issued at the Adams, Yoon or Pedestrian Gate's Visitor Control Center. Sponsors must have escort authority and will be required to present their DOD-issued ID Card (CAC or DBIDS). Guests are required to have an acceptable form of ID (please see below for list of acceptable forms of ID for escort) that can be surrendered at the gate until the visit is completed. DOD ID Card holders are authorized four (4) guests and one (1) vehicle. Non-DOD ID Personnel escort authorizations are established by the employee's supervisor (information printed on the bottom of DBIDS ID). Normally, it is three (3) visitors and one (1) vehicle.

Children younger than the age of 12 do not require an ID, temporary pass, or registration in DBIDS/AIE, when escorted by an authorized DOD ID Card Holder with escort authorizations. However, these children are counted as part of the sponsor's escort limit.

Once registered, all guests are required to surrender a valid form of government-issued photo identification, such as a driver's license, for the visitor pass. If the visitor has no other form of ID, the sponsor may exchange their own photo ID in place of that of the visitor. However, at no time will the sponsor exchange their own DOD/Uniformed Services ID Card.

NOTE: Only Korean Driver Licenses where the 7th number of the KID is a 1, 2, 3, or 4 may be accepted as a valid form of identity for visitors (e.g., xxxxxx-1xxxxxx, xxxxxx-2xxxxxx, xxxxxx-3xxxxxx, or xxxxxx-4xxxxxx).

All guests must be signed out at the issuing Visitor Center prior to the expiration of the pass. Sponsors are required to remain with their guests at all times while on the installation. Guests found without their sponsor will be considered trespassing and the Military Police will be notified.

USFK Form 81-E (Application for Individual Sponsored Access Pass)

The USFK Form 81-E is utilized for extended installation access, not to exceed 89 days. Sponsors will normally use this form for visiting family members from the United States. Sponsors are required to complete all information being requested; specifically, identification numbers for criminal background check purposes. One of the following identification numbers are required:

  • American Citizens: Full Social Security Number
  • Korean Citizens: Full Korean ID Number
  • Foreign Nationals: Full Passport Number

Completed application with a clear photocopy of the passport photo-page should be hand-carried to the Pass & ID (DBIDS)/Access Control Office in Maude Hall. Once the application has been reviewed, it will be processed, and may take up to 30 days. Once approved, the sponsor will be notified.

Increased Authority Request

INCREASED ESCORT AUTHORITY

Special requests can be made for those who may need to escort more visitors than authorized, usually for a single-time event. This allows one sponsor to escort up to 10 guests. An Increased Escort Memorandum must be completed by the sponsor, stating the purpose of the request. The memorandum must include the name, grade, social security number, organization, point of contact and desired gate for all sponsors that will be escorting guests.

A separate page is required that includes all guests' names, nationality, and social security number/Korean ID number. If vehicles are being escorted, all vehicle information is required (i.e. make and model, license plate number and insurance information). Hand-carry the completed memorandum to the Pass & ID (DBIDS)/Access Control Office in Maude Hall. The request normally takes 10 business days for approval. Once approved, the memorandum will be distributed to the access point listed on the request.

Designated Country

DESIGNATED COUNTRY PERSONNEL

IAW with USFK Instruction 5200.08A, Area Commanders are the approval authority for installation access requests for Designated Country Personnel (DCP) for their respective installation. USFK Provost Marshal is the approval authority for USFK-wide installation access request for DCPs. USFK J2 is responsible for conducting/validating and vetting of all DCP access request. Individuals requesting to sponsor persons from designated countries must submit an exception to policy request to the Area Commander at a minimum of 45 days in advance through their organization commander (first O-5 or O-6). The request must include a copy of the DCP's valid passport, to include photo, passport expiration, and passport number. Individuals should review the requirements listed in USFK I 5200.08A, Enclosure-D and contact the Pass & ID Office for further information regarding DCP access requirements.
