The Army’s Civilian Human Resource Agency (CHRA) provides the full range of human resources services to support a highly skilled and ready professional civilian workforce that supports national defense.
 

In October 2023, the Army's Civilian Human Resource Agency (CHRA) re-organized away from local Civilian Personnel Advisory Centers (CPACs), and moved to command-focused directorates with Civilian Human Resources Service Centers (CHRSCs) tailored to optimize support to each command customer.

circle of employees.jpgThe  Civilian HR Portal is the fastest and most efficient method for requesting CHRA support and will ensure your request gets to the correct CHR Service Center.  Access the Portal and select ‘Make a Request’ to submit a ticket for help updating things such as your Service Computation Date, Leave, Veterans Preference, Within Grade Increase, Overseas Allowances, or requesting HR Systems Access.

chra portal.jpgTo view information about Army Civilian Benefits, please visit the  Army Benefits Center – Civilian.  There you can participate in benefits briefings, request retirement estimates, and make changes to your benefits elections through the Government Retirement Benefits Platform.

As a result of this re-organization, the CPAC office at Fort Huachuca is now called the Defense Civilian Intelligence Personnel System (DCIPS) Civilian HR Service Center. It provides human resources services, advice and support to Army supervisors and employees covered by DCIPS, a Title 10 Excepted Service Civilian Personnel System. DCIPS supports the complete human capital lifecycle for Army civilian positions, employees and organizations designated as having an intelligence function, such as the U.S. Army Intelligence Center of Excellence.

Separate CHR Service Centers supporting each of the other major commands at Fort Huachuca are also available to provide remote support to employees and supervisors on the installation.
