Supervisors at White Sands Missile Range attended the monthly Supervisory Lunch and Learn session on the Automated Time Attendance and Production System (ATAAPS) June 6 via TEAMS.
During the session, the WSMR ATAAPS subject matter expert, Teresa Hallager, shared information on how to accurately record time and attendance. This includes how to record leave, overtime, compensatory time off, wellness, and capturing labor hours by job order.
The Army and other agencies of the federal government use ATAAPS to keep track of employee’s time and attendance and to track labor by job order or task and to transmit the information to the Defense Civilian Pay System. The Army also uses ATAAPS to submit requests for leave to appropriate individuals for their approval.
Hallager also went over the Federal Employee Paid Leave Act (FEPLA) which was implemented to authorize 12 weeks of paid parental leave to certain Federal employees covered by the Family and Medical Leave Act. The paid parental leave applies to birth, adoption, or foster care placement of a child that occurs on or after Oct. 1, 2020.
She also went over the following recommendations:
· Instill a “duty of care” in employees – as good stewards of Government funds, the data entered in ATAAPS is important and requires accuracy and completeness.
· Ensure the WBS is correct for the work being performed.
· The user data field matters – the internal order is part of the project/cost tracking mechanism in ATAAPS – when adding a new row, recommend copy row versus inserting a new line.
· Adding “Wellness Program” in comments helps in quick reviews where auditors must review and resolve red triangles.
Finally, Hallager noted that overtime charges will be monitored very closely throughout the Fiscal Year.
