Directorate of Human Resources (DHR)

MISSION

The mission of the Directorate of Human Resources is to maintain the readiness and resiliency of Soldiers, Families, and DoD Civilians by developing, coordinating, and delivering world-class services and support in the areas of military personnel, the Army Substance Abuse Program (ASAP), Administrative Services, the Army Continuing Education System (ACES), as well as providing development and training of the garrison civilian workforce through the Workforce Development (WFD) program. 

In addition, serves as a consultant to the Garrison Commander and staff, providing authoritative analysis and advice on all matters pertaining to military and civilian personnel.

FUNCTIONS

MILITARY PERSONNEL:  Oversee military personnel management servicers and programs in support of unit and individual readiness including PSDR-level support for applicable units, in/out-processing, ID cards/DEERS, separations, retirement services, reassignments and family travel processing, official passports, casualty/mortuary affairs liaison, HR automation management, Soldier Processing (SRP), Army Disaster Personnel Accountability and Assessment System (ADPAAS), reception operations, military awards, and mobilization/deployment operations.  Overseas the installation's Total Army Sponsorship Program (TASP) responsible for facilitating contact of in-bound Soldier's and their families with the gaining unit.  Ensures delivery of statutory military and Veterans Administration benefits information and quality transition assistance and job search assistance to separating/retiring Soldiers and their Family members.  

ARMY SUBSTANCE ABUSE PROGRAM:  Reduces the substance abuse threat to readiness and enhances the quality of life for members of the WSMR community through prevention and awareness education, drug/alcohol testing, early identification and rehabilitation, and provides Employee Assistance Program (EAP) and Suicide Prevention Program (SPP) services and support to the workforce and community members. 

ADMINISTRATIVE SERVICES: Provides reliable and responsive administrative management services IAW statutory requirements to the installation and activities located within the White Sands Missile Range geographical area for records management, publications, Freedom of Information Act (FOIA), Privacy Act (PA), Personally Identifiable Information (Pii).  Manages the operation of the installation's Official Mail Distribution Center (OMDC) and provides support and guidance to unit mail rooms. 

ARMY CONTINUING EDUCATION SYSTEM:  Ensures delivery of quality educational programs and services that enhance personal growth, professional development, and operational readiness, as well as provides statutory Department of the Army and Veterans Administration education benefits information and guidance to Soldiers and Family Members. 

WORKFORCE DEVELOPMENT PROGRAM:  Oversees a structured Civilian Workforce Development Program fully supported by command for supervisors, team leaders and employees.  Manages the local Orientation for New Employees (ONE), Mentorship, and Developmental Assignment programs for the Garrison.
