Effective March 1, the Army has suspended the Residential Energy Conservation Program. In a memorandum from Assistant Sec. of the Army, Alex A. Beehler, residents in Army housing will no longer be billed or paid rebates associated with the program and administrative fees will no longer be charged. Any rebates earned in February will be the last issued until the program is reinstated. Further, the program will not pursue existing delinquent utility payments associated with RECP. The suspension of RECP will remain in place as the Army reviews current data collection and billing methods. In the meantime, residents will still receive “mock” statements tracking consumption and energy usage.
