Appropriated fund Positions. Differences Between NAF and APF Employment
Both non-appropriated fund (NAF) and appropriated fund (APF) employees are considered federal employees.
However, NAF employment is not subject to the same civil service provisions or restrictions. Most of the laws administered by the Office of Personnel Management (OPM) (title 5, U.S.C., Section 2105(c)) exclude DOD NAF employees.
Additionally, NAF instrumentality (NAFI) programs and facilities must be operated, maintained, and funded as an integral part of the DoD personnel and readiness program. NAF employees are not paid from funds appropriated by Congress but from funds generated by NAFIs. Civil service positions are paid for by money appropriated by Congress.
