MR. JOHN PHELAN

Mr. John Phelan serves as the Deputy Garrison Manager for U.S. Army Garrison Benelux – Brussels Site, Brussels, Belgium.

Phelan began his Department of the Army Civilian career as the Transformation and Stationing Manager for USAG Benelux supervising the garrison staff’s synchronization and integration efforts supporting the Office of the Secretary of Defense’s European Infrastructure Consolidation (EIC) initiative effecting the three garrison sites.

Subsequently, and simultaneously with the EIC mission, he led the planning, coordination and execution efforts of the garrison staff for the standup of the newly assigned Army Prepositioned Stock mission adding three more sites and one more country to USAG Benelux’s Area of Responsibility.

Phelan retired from the Army in June 2013 following a 31-year career having served in both CONUS and OCONUS assignments across five different Theaters. Additionally he served three tours with NATO including two deployments, one as the Operations Center Director for the initial KFOR Headquarters during its staging and training in FYROM followed by its ultimate move into Kovoso. The second as the Executive Officer to the J-3/5 for Headquarters ISAF, Kabul, Afghanistan. He culminated his career as the Chief of Current Operations and Plans for Afghanistan at the Supreme Headquarters Allied Powers Europe (SHAPE), Mons, Belgium.

Other key assignments include chief of staff, U.S. Army South, Fort Sam Houston, San Antonio, Texas; Chief of the Office of Institutional Army Adaptation, and Deputy Division Chief, Organization Integration Division, both within HQDA, G-3/5/7, the Pentagon; and Chief of Transformation and Force Management, U.S. Army Pacific, Fort Shafter, Hawaii.

Phelan graduated from the United States Military Academy, West Point, New York, and commissioned in Armor with a Bachelor of Science degree with a concentration in Management. He also has a Masters Degree in Strategic Studies from the U.S. Army War College (in residence) and a Masters of Science from Long Island University.

Phelan is a veteran of the humanitarian assistance mission and both the Air and Ground Campaigns of Operation Joint Guard, Kosovo; and Operation Enduring Freedom, Afghanistan.
