Yvette L. Castro
Yvette L. Castro took over as the deputy to the garrison commander for U.S. Army Garrison (USAG) Benelux in October 2024. In her current position, she serves as the senior civilian and primary official in support to the garrison commander in providing leadership and program guidance for the integration and delivery of base operations (BASOPS) services, which includes operations, training, mobilization and security; law enforcement, protection, and fire and emergency services; public works; human resources; plans, analysis and integration; resource management; Family, Morale, Welfare and Recreation; postal services; religious support; public affairs; equal opportunity; internal review; and safety. Castro is responsible for leading an exceptional team of garrison professionals and providing unparalleled service to ensure combat-ready Soldiers, quality infrastructure and comprehensive BASOPS support services to U.S. active-duty service members, retirees, civilians (U.S. and host nation), and Family members within Belgium, the Netherlands, and northwestern Germany, comprising the Benelux community.
Castro became the Deputy Garrison Manager, USAG Benelux in Brussels in May 2023 and served as the garrison commander’s principal representative and advisor providing direction and general administration, meeting the needs of the community and mission partners in adherence to higher level policies and guidance providing quality of life and readiness support services.
In 2022, she served as the Deputy to the Garrison Commander, USAG Fort Buchanan, Puerto Rico. She provided oversight of Fort Buchanan personnel and facilities serving over 15,000 active and reserve component Soldiers, Sailors, Airmen, Marines, and Coast Guardsmen, with an overall supported population of 200,000 Family members, civilian employees, and retirees. Castro possessed direct oversight of garrison programs including public works; emergency services; law enforcement; fire protection and prevention; human resource management; community services; plans, training mobilization and security; logistics; information management.
Castro has previously served in two garrison director positions: the director of Family, Morale, Welfare and Recreation (DFMWR), USAG Fort Buchanan, and the Director of Human Resources (DHR), USAG Benelux. While previously at USAG Benelux, she oversaw DHR services at three installations and three Army Prepositioned Stock-2 sites in Belgium, the Netherlands, and Germany. In 2019, Castro served consecutively as the Deputy Garrison Manager, USAG Benelux in Schinnen, the Netherlands, and the Deputy Garrison Manager, USAG Benelux in Brussels, Belgium.
Castro is a graduate of the University of East Anglia in Norwich, England, where she gained her L.L.B, Bachelor of Law. Her postgraduate law degree was awarded by the University of London, Inns of Court School of Law, England. She is also a graduate of the Army Management Staff College Advanced Course and the Installation Management Command (IMCOM) Emerging Enterprise Leader's Program and is presently a mentor for the IMCOM-E Executive Leadership Developmental Program (ELDP).
