Command Sergeant Major Raymond Perez Quitugua Jr. is originally from the island of Guam. He enlisted in the Army and completed One Station Unit Training at Fort McClellan, Alabama as a 74D, Chemical Operations Specialist in 1998

His previous duty assignments include Battalion Command Sergeant Major of 22d Chemical Battalion, Fort Bliss, TX; Instructor/Facilitator, US Army Sergeants Major Academy, Fort Bliss, TX; S-3 Operations Sergeant NCOIC, 10th Regional Support Group, Okinawa, Japan; First Sergeant, HHC, 10th Regional Support Group, Okinawa, Japan; First Sergeant, 172nd Chemical Company, Fort Riley, KS; Operations Sergeant, Protection Cell, Fort Riley, KS; Platoon Sergeant, G-3, 25th ID, HI; Operations Sergeant, DIV CBRN Cell, 25th ID, HI; BN CBRN NCO 2-27 IN BN, 25th ID, HI; CO CBRN NCO, 1-21 IN BN, 25th ID, HI; CO CBRN NCO, 1-27 Infantry BN, 25th ID, HI; and Squad Leader, 69th Chemical Company, Hutier Kaserne, Germany. He has deployed in support of Operation Enduring Freedom, Operation Iraqi Freedom, and Operation New Dawn.
Command Sergeant Major Quitugua’s military education includes all levels of the Noncommissioned Officer Education System to include Sergeant Majors Course (Class 67), Advanced Noncommissioned Course (Leadership Award), Basic Noncommissioned Course (Distinguished Honor Graduate), and the Primary Development Leadership Course (Distinguished Honor Graduate). He has also completed the BN, BDE, and Garrison Pre-Command Courses, First Sergeant Course, Battle Staff Course, Common Faculty Development Course, NATO NBC Defense Course, CBRN Dismounted Reconnaissance Course, Master Resiliency Instructor Course, Equal Opportunity Course, Anti-Terrorism Officers Course (Advanced), Combatives Level II, and Air Assault Course. He also holds a Master’s of Science Degree in Organizational Development and Leadership from the University of the Incarnate Word, San Antonio, TX, a Bachelor’s of Science Degree in Social Science from Excelsior College, and an Associate’s Degree in Military Studies from Barton Community College
