• UPDATE (as of Aug. 7, 2026)  – Motorcycle Training Requirements Restored

Effective Aug. 7, 2026, the USAREUR-AF Safety Office has ended the temporary suspension of Army Traffic Safety Training Program (ATSTP) requirements. Training funding has been fully restored, and all Motorcycle Safety Foundation (MSF) and ATSTP requirements now apply for motorcycle licensing and motorcycle registration.

Europe has received:

• 16 Basic Rider Courses (96 seats)
• 10 Advanced Rider Courses (60 seats)

If you previously registered or re‑registered a motorcycle under the temporary suspension, your registration will remain valid for 90 days to allow time to complete MSF training.

A valid MSF card must be provided within 90 days. Failure to do so will result in cancellation of the motorcycle registration.

Active-Duty Requirement

All active-duty personnel must now follow the standard motorcycle registration and licensing procedures. Temporary exceptions are no longer in effect.

UPDATE (as of Feb. 4, 2026) 

U.S. Army Europe and Africa’s Registry of Motor Vehicles (RMV) is introducing a new online renewal system, providing personnel with a streamlined process similar to services available in the continental United States. Starting in the coming weeks, renewal notices will include a QR code linking to the online renewal site, secured through the Defense Manpower Data Center (DMDC) DS Logon system. **UPDATE TO TEMPORARY PLATE POLICY**

In accordance with AE 190-1, the following changes have been made to the temporary plate policy:

To obtain a second set of temporary plates, you will need to provide the following:

• The first set of temporary plates
• A new, blank insurance card
• A valid payment method

Additionally, a second set of temporary plates cannot be issued without:

* A failed inspection report, or
* A digitally signed Memorandum for Record (MFR) from your O3 or supervisor (for civilians) stating why the vehicle has not been brought in for inspection, as an alternative. This MFR should provide a valid reason for the delay in getting the vehicle inspected, and must be signed by your O3 or supervisor with their CAC.

U.S. Army Garrison Bavaria Vehicle Registration Offices can only issue license plates or process registrations for the customer's actual geographic location dependent on their CMR box, they are unable to issue plates or process registrations from other Bavaria installations.
