Winter Weather Transportation update: 

Due to current weather conditions across Bavaria DoDEA school bus and installation shuttle services across Bavaria are affected:

-Please note that there are delays and cancelations with some DoDEA bus routes at Tower Barracks/Rose Barracks. DoDEA is reaching out to affected families. If you have further questions regarding the routes, please reach out to your schools' bus office for details.

- #Update shuttle buses at Tower Barracks and Rose Barracks resumed service at noon. For Hohenfels, routes are currently operating on-post; however, off-post routes will resume normal operations at 2 p.m.

Contact your chain of command or supervisor for specific reporting instructions.

-Garrison services available to the community will open at 10 a.m.
-Child and Youth Services (e.g. Child Development Centers), and the School Age Services will open at 9 a.m.
-DoDEA and school bus routes begin two hours later than their normal schedule
-Postal Service Center will open at 10 a.m.
-The Commissary will open at 10 a.m.
-AAFES Express (gas station) will open at 10:30 a.m.
-Exchange retail services will open at 10 a.m.

Please use extreme caution when driving, allow extra time for travel, adjust speed to conditions and travel only if necessary.

Gate Maintenance

As the garrison continues maintenance and improvements at our gates, we want to keep you informed of upcoming closures and detours at Tower Barracks that will begin as early as next week. As soon as we have the exact start date of construction, we will provide you with an update. Maintenance is expected to be completed by early March.

What can you expect?

Tower Barracks Gate 1 Closure to Vehicles:

  • Gate 1 will be closed to all vehicle traffic. Drivers can use Gate 3 or Gate 6 to access Tower Barracks.
  • Pedestrian access at Gate 1 will remain 24/7. Pedestrians will be redirected around the construction area along Vicksburg Street, Daly Street, Shiloh Avenue, and back to Wilbur Road. 

Tower Barracks Gate 6 Detour for Vehicles to and from the Camps:

  • Traffic at Gate 6 heading to and from the Camps will be detoured.
  • Drivers can still access the Tower Barracks cantonment area via Saratoga Avenue.

Reminder for Drivers: Allow extra time when entering or exiting the installation and follow posted speed limits and detours.

Overseas Housing Allowance Survey

The Overseas Housing Allowance (OHA) Survey is open now!
Service members and spouses stationed in Germany for 6+ months, renting private housing, and paying utilities separately: your input is needed!
Report your utility expenses—electricity, gas, water, trash, heating, and more—through the annual OHA survey to help determine future allowance rates.

Living Pattern Survey

The Living Pattern Survey is open now! This survey is designed to gather information on shopping habits of the typical military personnel at a duty station. Information collected in this survey will be used to research a variety of topics, including use of commissaries and exchanges in the computation of cost-of-living allowances.

Housing Inspections

Congress has mandated that 100% of all Family housing on Army installations will be inspected by an independent, third-party contractor retained by the Department of the Army. The contract lead, RER Solutions and Jones Lang Lasalle (RER / JLL), have no connection to the private company who manages the housing.

The inspections will begin soon and consist of a visual survey of the property exterior, HVAC, plumbing, electrical and elements that are easily visible and readily accessible. No furniture or appliances will be moved. The inspectors will be inside your home for approximately one hour. They will also spend additional time inspecting aspects of the exterior of the home such as drainage, landscaping, etc. The inspection time is an approximation and may run beyond the allotted time in order to achieve the goal of a comprehensive and quality review. The inspection team will notify the Garrison Housing Staff immediately of any required repairs that are necessary to correct life, health, and safety concerns.

The inspector will be clearly identified as an Army Housing Inspection Team member and will, if you request, wear a mask and shoe covers for the inspection. This inspection will require an adult in your household, over the age of 18, to be home and allow full access to the house during the scheduled inspection time period.

RER / JLL implemented a web-based self-scheduling tool which will allow tenants to schedule or reschedule their inspection at their greatest convenience in addition to shortening time waiting for an assessor as inspections are scheduled in two-hour blocks. The self-scheduling tool link will be opened 3-4 weeks prior to the inspection start date and will be sent to all residents and posted to the housing social media site. In addition, the installation housing office will place door hanger notification tags on every home that will provide a QR code that can be scanned to begin the scheduling process.

The Army fully understands the inconvenience these inspections may cause but the benefits gained, by both current and future Residents, from and independent assessment of our entire housing inventory cannot be overstated. The Garrison Commander and Housing Office will receive daily updates on home inspections schedule and completed, and the Army is committed to complete an inspection of every home on the installation, without exception.

Housing Meter Reading

Attention Off Post Leased Housing Tenants: Submit your Utility Meter Readings following the METER READING SIMPLIED GUIDANCE (ANNEX A to OPORD 26-005) in this post. Please send a picture of your meter and the meter reading info to the following email address: usarmy.bavaria.id-europe.list.dpw-publicutility@army.mil 

This is an annual requirement as a tenant of an off post leased housing residence. Help us help the Army save millions and put funds back into the mission and housing. 

Without meter readings, Host Nation utility companies estimate the consumption and charge at a higher usage and rate overall. Accurate reporting will immediately impact and reduce costs in 2026 and those funds will be transferred to the war fighter mission and housing vise the utility company.
