The Draft EA evaluates potential environmental effects from the implementation of slope stabilization and control measures, potentially using alternative low-cost engineering solutions, on the slope from the LPHP to Lighthouse Avenue. The slope is currently experiencing excessive erosion that results in material accumulation, which can include culturally sensitive artifacts, on the public sidewalk along Lighthouse Avenue. Three action alternatives are analyzed in the EA. Alternative 1 includes construction of an approximately 250-linear foot retaining wall, between 3 and 4 feet tall, using the best-engineered technique, in addition to implementation of other slope stabilization and erosion control measures. Alternative 2 includes construction of up to 500 linear feet of an up to 8 feet tall retaining wall, using the best-engineered technique, in addition to implementation of other slope stabilization and erosion control measures. Alternative 3 includes only implementing other slope stabilization and erosion control measures without construction of a retaining wall.
The Draft EA was prepared pursuant to the National Environmental Policy Act (NEPA) of 1969, Public Law 91-190, 42 U.S. Code 4321 et seq, as amended. The Draft EA evaluates potential environmental impacts of the Proposed Action and Alternatives. No significant adverse impacts would result from the Proposed Action.
The Draft EA/Draft FNSI will be available for a 30-day review beginning February 5, 2026. Hard copies of the Draft EA/Draft FNSI are available at the Monterey Public Library (625 Pacific St, Monterey, CA 93940) and the Pacific Grove Public Library (550 Central Ave, Pacific Grove, CA 93950).
