Draft Supplemental Environmental Assessment and Draft Finding of No Significant Impact for the
Naval Research Laboratory's Expansion at the U.S. Army Signal Activity Presidio of Monterey Enclave
The Department of the Army invites all interested parties to review and comment on the Draft Supplemental Environmental Assessment (SEA) for the proposed issuance of a permit to the Naval Research Laboratory to construct and operate facilities at the United States Army Signal Activity Presidio of Monterey Enclave (UPE). The UPE site,
formerly known as Satellite Communication Station or SATCOM, in San Luis Obispo County, California.
The proposed construction would consist of: 1) a new operations facility with adjacent utility pads, loading dock, driveway, and parking area; 2) two small antennas, external generator rooms, equipment pads on aprons, and a new paved access road; and 3) upgrades to existing generators including a new fuel unloading station with spill containment and storm runoff control. The proposed action is needed to facilitate longterm growth and expansion of the UPE facility to respond to continuing advances in technology that cause frequent changes in the equipment and management of
communications systems.
The proposed action evaluated by this Draft SEA consists of any design refinements, additional activities, and modifications, as well as improvements to proposed mitigation measures since the publication of the Final Environmental Assessment (FEA) for Multiple Construction Projects, SATCOM, Camp Roberts, in December 2015.
Per 32 CFR §651.5, the Army policy on NEPA, supplemental NEPA documentation is required when (1) the Army makes substantial changes in the proposed action that are relevant to environmental concerns or (2) there are significant new circumstances or information relevant to environmental concerns and bearing on the proposed action or its impact. The Army considers the changes since the FEA to be substantial and therefore is preparing this SEA.
