Mission: The Military Personnel Division (MPD) is committed to delivering comprehensive personnel support services to the military community.  Operating under the Directorate of Human Resources, the MPD is responsible for managing and executing the Department of the Army’s personnel programs, while providing quality customer service to Active-Duty military, Reservists, National Guard, Retirees, and their families. 

The MPD supports installation-level personnel operations, directly impacting Service Members and their families within the Presidio of Monterey community.  The division advise HR Director and commanders at all levels on personnel matters and oversee essential functions such as ID cards and DEERS enrollment.  Through dedicated support and efficient service delivery, the Military Personnel Division enhances mission readiness and the overall well-being of the military community.

DEERS & ID Cards Office

The Presidio of Monterey ID Card section provides Common Access Cards (CAC) for Department of the Army (DA) Civilians, Government Contractors and all military personnel that requires CACs.  In addition, we provide Uniform Services Identification (USID) Cards for Military Retirees and Family Members of Active Duty, Retirees and DAV.

1.  POM ID card facility is taking customers with appointments only to achieve better customer service.            

2.  ID Card Appointments:  Individuals who have an ID Card appointment must print the ID Card Appointment Confirmation Letter sent to the email address used in the ID Card Office Online appointment website to avoid any disruption for installation access.

3. Common Access Cards (CAC) will be renewed within 30 days of expiration with appointment.

4. If you need a new ID card or need to update your info in DEERS:

You must bring with you TWO (2) Forms of Identification issued by state or federal; 1 of the 2 IDs must be a photo-ID.

Sponsor must be present for all transactions.  If sponsor is not present, dependent must have a current and valid general/special power of attorney,  a completed DD form 1172-2 generated in MILCONNECT website (https://idco.dmdc.osd.mil/idco) with the sponsor's digital signature,  or a completed dd form 1172-2 hand-signed in front of a verifying official from an id card facility.  The form must have statements in the remarks section authorizing dependent the required DEERS transaction without the sponsor present.

 

Personnel Automation Section

The Presidio of Monterey Personnel Automation Section (PAS) manages installation personnel, accounting, strength reporting and the IPPS-A database for data accuracy and accepted timelines within the Department of the Army standards. We act as a liaison between Human Resources Command (HRC) and installation units by addressing ongoing IPPS-A and human resources issues/concerns and provide possible solutions or feedback to the installation with technical and functional support.

The PAS offers services within the following areas: IPPS-A User Assistance, installation level IPPS-A operations, and Personnel Asset Inventory (PAI).

Reassignment Center

The primary mission of the Presidio of Monterey Reassignments Work Center (RWC) is to ensure Soldiers and their Family Members are afforded an opportunity to have a smooth permanent change of station (PCS) transition.  All PCS moves must meet the requirements of AR 600-8-11, AR 614-30 and AR 614-200 as it pertains to enlisted and/or officer personnel.

  • Soldiers are placed on assignment instructions by Army Human Resources Command and the RWC cannot change, delete, or defer those instructions.  Any changes must be initiated by the Soldier or the chain of command through HRC.
  • The HRC established reporting date does not change on assignment orders because early reporting is authorized.  Soldiers and their commands should be aware that "early report authorized" is a permissive action and not a directive.  This means all the criteria pertaining to the reassignment process must be met for the action to be executed.  This is especially important when planning travel.
  • HRC does not determine the priority for orders publication on the installation; therefore, personnel should be sure to make all arrangements and plans accordingly, especially during the "summer surge" (Mar-Aug) and the fiscal year change over (Aug-Nov).  Policy for the priority of orders, publication and processing time is determined and established by the Chief, Military Personnel Division based on the current mission requirement and the staff available to complete the mission.

The Personnel Reassignment Process

The personnel reassignment process verifies the eligibility of Soldiers who receive assignment instructions and provide a levy brief. Levy Briefs provides you with all the information you need pertaining to your PCS move, i.e. assignment requirements, entitlements, transportation and more. Levy Briefs are currently being conducted online ONLY.  You will receive an assignment notification from our office with forms and instructions.  If assistance is needed, please consult your BN S1 before reaching out to RWC.

Upon completion of all required documents by the Soldier, the packet is transmitted to the RWC.  Upon receipt of a complete packet, the RWC will publish PCS orders no later than 120 days prior to the report date established by Army Human Resources Command (HRC).   Upon completion of the PCS orders, a copy will be available in Soldier IPPS-A, iPerms, with S1 and emailed to Soldier.

 

In-Processing & Out-Processing Center

In-Processing Procedures:

All newly arrived service members are required to attend the Joint Services In-processing Briefing (JSIB) upon arrival at the Defense Language Institute (DLI)
During the briefing, each Service member will receive a DA Form 5123-1 (In-processing Personnel Record) as part of the in-processing procedure.



Joint Services In-Processing Briefing (JSIB)

  • Attendance: Required for all newly arrived service members.
  • Schedule: Every Tuesday, 0800–1400 hours.
  • Location: Building 518, Tin Barn
  • Sign-In: Military Personnel Division (MPD) representatives will begin sign-in at 0730 hours.

 

Installation Clearance Checklist (DA Form 5123-1)

  • Service members will have one week to complete all required tasks on the checklist.
  • Once complete, return the form to:
    Building 616, Taylor Hall, Room 124.



Out-processing Procedures:

All service members executing a permanent change of station (PCS) are required to obtain and complete both unit and installation clearing papers. To ensure a smooth transition, please follow the out-processing guidelines below:

 

Installation Clearing Papers (DA Form 137-2)

 

To obtain DA Form 137-2 (Installation Clearance Record), you must present the following documents:

 

·         DA Form 137-1 (Unit Clearing Papers), issued by your S1

·         Copy of Orders and any Amendments/Addendums

·         Approved Absence Request (Leave Form)

·         Approved DA Form 1610 (if applicable)

 

Timeline to Receive Installation Clearing Papers

·         Off-Post Residents: May receive DA Form 137-2 10 business days prior to the start of leave.

·         On-Post Residents: May receive DA Form 137-2 5 business days prior to the start of leave.


Once issued, MPD will schedule your Final Out Appointment, by which all required tasks must be completed.

Transitions Center

Welcome to the Transition Center where our mission is to provide quality service to the Commanders and Soldiers assigned to Presidio of Monterey. This military personnel service involves processing separation orders, separation documents (DD Form 214 & 214-1), and trainee/student separations. Separation processing is a key link in the installation's transition services.

All requests for separation, ETS, and discharge are submitted through the service member’s S1 in IPPSA via PAR with all supporting documents.

Note for National Guard (NG) and Army Reserve (USAR) members, please be aware that processing timelines may vary for Reserve and National Guard components.  Plan accordingly to avoid delays.
