Annual Training Requirements

Threat Awareness and Reporting Program (TARP) is now Counterintelligence Awareness and Reporting (CIAR)

Post -wide CIAR Briefings:

• October 21, 2026 - 10 a.m.
• January 6, 2027 - 10 a.m.

Annual Training Requirements:

• DA personnel will complete CIAR training within 30 days of assignment or employment to an organization, and every 12 months thereafter pursuant to DoDD 5240.06.
• DA personnel will complete “Counterintelligence Awareness and Reporting for DoD Employees” – CI116.16 to satisfy Army annual training requirements.

In person CIAR briefings: (IAW AR 381-12):

• 5–2. Foreign travel
• 5–3. Foreign visitors, personnel, and personal connections
• 5–4. Army modernization
• 5–5. Critical program information
•  5–6. Personnel with access to Sensitive Compartmented Information and Special Access Programs
• 5–7. Defense critical infrastructure
• 5–8. Foreign government employment
• 5–9. Information technology professionals
• 5–10. Professional and educational exchange programs with foreign governments

Country Threat Briefings:

• DA personnel scheduled to travel (official, unofficial, permanent change of station) to or through countries with a high foreign intelligence or terrorist threat level as identified by Defense Intelligence Agency or the Department of State, will receive a special CIAR briefing prior to the travel and will be debriefed upon return (AR 381-12, 5-2a).
