CELLULAR SERVICE AND MOBILE DEVICE READINESS FOR ITALY
Navigating international cellular service is a key component of your arrival logistics at Camp Darby. Review the network compatibility guidelines and consumer rights information below to ensure your mobile devices are fully operational upon arrival.
1. Hardware and Network Compatibility
European cellular networks operate exclusively on GSM technology.
Compatibility: Most modern smartphones from major U.S. carriers (including T-Mobile, AT&T, and Verizon) are built with universal network chips that are fully compatible with Italian networks.
The SIM Card Solution: If your phone is network-compatible, you can generally maintain your current hardware and simply swap out your domestic SIM card for a local Italian SIM card upon arrival.
2. The Device Unlock Prerequisite
An American smartphone will not accept an Italian SIM card if it is locked to a specific domestic carrier.
Action Required: Contact your current U.S. service provider well ahead of your departure date to request an official "International Device Unlock."
Financial Clearance: Carriers typically require that the handset be completely paid off and your account balance be in good standing before they will authorize a device unlock.
3. Account Management and Military Protections
Under the Servicemembers Civil Relief Act (SCRA), wireless service providers are legally required to accommodate personnel moving overseas on official military orders.
Account Suspension (Holding Your Number): Major U.S. carriers allow you to place your account on a tax-free, fee-free Military Suspension for the duration of your OCONUS tour (typically capping between 36 and 48 months, depending on the carrier). This holds your American phone number until you return to the United States.
Contract Termination: If you choose to terminate your U.S. contract entirely due to your OCONUS PCS orders, the SCRA prohibits carriers from charging you early termination fees.
Legal Assistance: If you encounter resistance or administrative issues with your cellular provider when attempting to unlock your device or suspend your contract, contact the Camp Darby Legal Services Office for professional advocacy and assistance.

Voice over IP (VoIP) Services
