Donations

Question: I want to help but don’t know where or how?

Answer: The Garrison will be organizing opportunities for community members to help families in need through Army Community Service (ACS) and the Religious Support Office (RSO). Please stay tuned to official media channels such as MAPA or the Garrison Website to find out when and how.

Family & CYS

Question: Do I have to still pay for CYS child care if I am not getting paid?

Answer: Parents will be responsible for childcare fees incurred during a government shutdown. However, Child and Youth Services (CYS) and the Child Development Center (CDC) has suspended required payments through the government shutdown. At the conclusion of the government shutdown, parents have a grace period of 31 days before they must settle the incurred balance.  

Question: Will families affected by the lapse in pay be given the option to temporarily disenroll children from SAC/CDC, and essentially pause payments for un-needed childcare through the duration of the shutdown, without losing their full time spot?

Answer: No, CYS cannot hold spaces. However, CYS can implement flexible payment options such as delayed payment until 30 days after the government reopens and funding is restored.

Question: Will there be an impact to the AAFES free or reduced school lunch program?

Answer: ​​​​​​No, there is no impact to the AAFES free or reduced lunch program. Additionally AAFES has  

  • Paused all School Meal Program account debt collections not already referred to a collection agency 

  • Suspended new submissions to the Exchange Credit Program for collections until the shutdown ends 

  • Implemented a minimum 60-day grace period post-shutdown for families to pay negative balances, with flexibility for additional extensions upon request 

  • Halted distribution of negative balance letters to families

HOUSING

Question: Will landlords be notified of potential missed rent payments?

Answer: Landlords are generally understanding during a government shutdown. If the shutdown continues and service members/civilians will be unable to make rent payment, it is recommended they contact their landlord or property manager to discuss a potential delay in rent payment and to explore options for deferred payment.

Clinic

Question: Will the pharmacy have my medication during the government shutdown?

Answer: USAHC-V Pharmacy will remain open during a government shutdown, but currently some supply issues are affecting patients.

EDUCATION

USAG Italy Education Center Services

The USAG Italy Education Centers are reopening only for the Tuition Assistance (TA) Program with all applicable policies and business practices in place. ArmyIgnitED will not allow Credentialing Assistance (CA) requests. Education Centers should only provide education counseling related to the TA Program. The Army is also communicating with Academic Institutions about the reopening of TA.

In-person TA counseling will start on 12 November 2025 at Ederle Education only.  

Implications and Impacts for Soldiers.

a. Soldiers must follow all existing TA policies and business rules within the ArmyIgnitED system when applying for TA.

b. The ArmyIgnitED system will auto-approve over 80% of TA requests with less than 20% requiring intervention by an education counselor to approve them. (e.g. Soldier requesting more than 6 semester hours or using TA top-up).

c. Non-activated Reservists (ARNG and USAR Soldiers) will not have access to the TA Program with the OBBBA funding for active duty only.

d. Previously approved TA requests with start dates after the restart of TA during the shutdown will be valid (i.e., if a Soldier has an approved request with a 3 November start date, it will still be valid when the restart occurs).

e. Retroactive or historical TA requests will not be processed during the restart period.

Finance

Question: Are government-funded emergency leave orders affected?

Answer: No, but service members who used their Government Travel Charge Card (GTCC) for emergency leave will not be able to reconcile their voucher until the end of the government shutdown. If the service member uses their card, they must contact their DTS representative to place their card in “Mission Critical” status to avoid any penalties. Furthermore, Army Emergency Relief (AER) loans are also available through ACS.

Transportation

Question: Are there any impacts to the bus system between installations?

Answer: There are no impacts to buses during the government shutdown. Essential services and activities required for readiness, such as transportation, are considered exempt.
