
The Fort Campbell Army Substance Abuse Program (ASAP) supports the entire command, Service Members, and military community by providing unit and personnel readiness, quality of life regarding substance abuse deterrence efforts, community education and prevention programs, identification, and rehabilitation to meet future needs.
ASAP Prevention
Prevent, deter, and reduce alcohol, drug abuse, and gambling disorder among the force.
Provide prevention education and training to Soldiers on substance Misuse and gambling. Education and training focus on the dangers of substance misuse and the consequences of high-risk behaviors that affect readiness, physical and mental fitness, Army Values, and the Warrior Ethos.
Design, develop, and administer target group-oriented alcohol and other drug abuse prevention education and training programs. Provide commanders with data-supported prevention recommendations and solutions to reduce individual high-risk behaviors.
IAW 600-85 and 600-92, Soldiers and civilian employees on the installation will receive substance misuse prevention training and suicide prevention training by an Army Substance Abuse Program Specialist or designated unit leader.
Increase community awareness on the dangers and risks of substance misuse.
Promote a healthy and low-risk lifestyle through campaigns such as Alcohol Awareness Month, Red Ribbon Week and Drunk and Drugged Driving (3D) Prevention Month.
Reduce high-risk behaviors, prevent substance misuse-related incidents, and enhance unit readiness through comprehensive training, education, campaigns, and initiatives that promote a low-risk lifestyle.

Educational and awareness material on alcohol and drugs is available upon request.
Alcohol breathalyzers (non-evidentiary) are available for sign out to assist unit commanders in randomly checking Soldiers during unannounced unit inspections and fitness for duty testing.
Prevention displays are posted across the installation throughout the year to educate and raise awareness on risks associated with substance misuse.

Unit Deterrence Leader
Unit Deterrence Leaders (UDL) conduct substance abuse prevention activities in their units.
The Unit Deterrence Leader is expected to be the commander’s subject matter expert on all areas within the Army Substance Abuse Program (ASAP), conduct flawless urinalysis collections, provide alcohol and other illicit drug training to the unit and assist the commander in running his/her drug prevention programs.
UDLs assist their commanders in meeting their unit's testing and prevention programs.

Drug Testing and Collection
The Fort Campbell ASAP Drug Testing Collection Point is responsible for operating a forensically secure installation drug testing collection point for Military and Civilian samples.
Provide notification to Commanders and Civilian supervisors of any POSITIVE urinalysis test results.
Conduct the Unit Prevention Leaders Certification course on a monthly basis.
Conduct drug testing of Army Civilian employees who occupy positions identified as Testing Designated Positions as well as pre-employment drug testing under the Drug Free Workplace Program.
Deter Soldiers from abusing drugs (including illegal drugs, prescription drugs and other illicit drugs) by conducting Smart Testing.
Allow Commanders to assess the security, military fitness, good order and discipline of their unit.
Advising the Garrison Commander regarding actions having an impact on achieving a Drug-Free Federal Workplace for Civilian employees.
Notifying the ASAP Program Manager of employees with positive urinalysis test results.
Employee Assistance Program
Fort Campbell’s voluntary, confidential Employee Assistance Program (EAP) is designed to assist employees, including managers, work through life challenges while they continue to fulfill their work responsibilities. These services are geared toward promoting productivity, reducing absenteeism, enhancing job performance and well-being and supporting worksite safety to ensure that the Army’s mission is accomplished efficiently.
EAP services are available on a space/resource available basis to the following individuals:
- DA Civilian employees (both appropriated and non-appropriated fund)
- Adult Family members of DA Civilian employees
- Adult Family members of active-duty military personnel
- Retired military and retired DA Civilian personnel
- Adult Family members of retired military and retired DA Civilian personnel
- Army National Guard and reserve personnel when not on active duty
- Screening/assessment, short-term counseling and referral for problems that may affect job performance and/or well-being (see DODI 1010.09 for further guidance).
- Support for DA Civilians in resolving personal issues and enhancing their ability to perform their duties.
- Guidance, consultation, mediation and prevention education for employees and supervisors, all of which promote productivity and well-being.
- Consultation and mediation services are provided to guide employees and supervisors in resolving issues that may affect the Civilian workforce's productivity.
- EAP often works with managers and supervisors to plan for situations such as organizational changes, legal considerations, emergency planning and response to unique traumatic events.
- Increases employee morale by focusing on helping workers to become maintain or increase productivity.
- Educates, evaluates and helps plan solutions for a wide variety of personal issues for employees and their Family members.
- Assists supervisors in better managing the workplace and troubled employees, providing a proactive approach to extending a caring hand while building a more productive workforce.
- Provides employees with a valuable resource to help them cope with issues both on and off the job, including alcohol and drug misuse, overall mental well-being, marital/relationship issues, stress, dependent care and much more.
