Vehicle Registration At Mihail Kogalniceanu Airbase (MKAB)

Step 1

The vehicle inspection should be conducted at the Romanian Auto Registrar (RAR). It is recommended to go there first thing in the morning.

Office Schedule:      

  • Monday to Thursday: 08:00 – 16:30
  • Friday: 08:00 – 14:00
  • Saturday & Sundays: Closed

Documents needed for the vehicle inspection:

  • Current registration documents
  • Copies of your Romanian CNP and your passport

Vehicle inspection fee:

  • 638 lei including VAT for vehicles with a maximum authorized mass of no more than 7,700 lbs
  • 724 lei including VAT for vehicles with the total authorized weight of more than 7,700 lbs

The fee can be paid cash (preferred) or by card at their cashier.

Step 2

Purchase a Romanian liability car insurance policy and make sure to also have a U.S. Full Coverage policy that will cover you in Romania and Bulgaria.

Step 3

Prepare for your vehicle registration:

You must bring the following documents to submit and review at the Vehicle Registration Office.

Original Documents:

  • The documents previously released by the RAR (TO SUBMIT)
  • Documents attesting the property right. For bank-owned vehicles, especially from the States, please make sure to have a letter from the bank attesting the agreement for vehicle shipping abroad (TO SUBMIT)
  • Passport (FOR VERIFICATION)

Copies of Documents:

  • Romanian CNP
  • Passport
  • Local car insurance
  • Proof of residence in Romania (Lease Agreement)

Fees:

  • 40 lei for license plates (2 standard plates);
  • 49 lei for the Registration Certificate.

The fees can be paid cash or by card at any Romanian Post Office, BCR Bank, CEC Bank before going to the registration office. If you want a rectangular and a standard one, the payment (43 lei) must be done cash at the Vehicle Registration Desk, but they will issue them in the next days. 

Step 4

Once you have prepared all of your documents, schedule and appointment with the Community Support Officer at the ASA-Black Sea Public Affairs Office by email: Vehicle Registration Support

in Bulgaria

***POV's do not need to be registered in Bulgaria and can be driven with the vehicles original U.S. State License Plate as well as the vehicle original registration documents.***
