For Military and Civilians that are going to be permanently stationed at NSTA, Bulgaria a Bulgarian Residency Card is issued for the duration of your stay. The new employee will be accompanied by the USAG-Black Sea Host Nation Liaison to the Bulgarian Immigration Office where a photo will be taken and the corresponding form which is only in Bulgarian will be filled out and submitted. There is no fee for the residency card.
