ADMINISTRATIVE SERVICES

The Administrative Services Division provides oversight, training and guidance for the Document Management Program in record-keeping, Army addresses, correspondence preparation, office symbols, official mail and distribution, forms and Freedom of Information Act/Privacy Act requests.

ALERT! MASS WARNING NOTIFICATION SYSTEM

The ALERT! mass warning notification system sends registered users emergency warnings and other critical information, such as hazardous road conditions, reporting delays and base closures due to severe weather.

ARMY COMMUNITY SERVICE

The mission of Army Community Service is to facilitate the commander's ability to provide comprehensive, standardized, coordinated and responsive services that support Soldiers, Department of the Army civilians and families, and to maximize technology and resources, eliminate duplication in service delivery and measure service effectiveness.

ARMY CONTINUING EDUCATION SERVICES

The Army Continuing Education Services' mission is to create and lead the Army's premier education organization that is committed to excellence, innovation and deployability.

ARMY SUBSTANCE ABUSE PROGRAM

The Army Substance Abuse Prevention program provides education and early intervention to help commanders, civilian supervisors and the installation community reduce lifestyle risk factors to increase healthy outcomes.

DINING FACILITIES

U.S. Army Garrison-Black Sea dining facilities fall under the Logistics Readiness Center, 405th Army Field Support Brigade and are supported by active duty dining facility attendants and contracted cooks.

DIRECTORATE OF FAMILY AND MORALE, WELFARE AND RECREATION

Family and Morale, Welfare and Recreation, or Family and MWR, provides a source of balance that ensures an environment in which service members and families can thrive, a structure that supports unit readiness in an era of persistent conflict and a foundation for building the future. Family and MWR's mission is to provide service members and their families the same quality of life given to the society they have pledged to defend.

EMERGENCY MANAGEMENT

The Army Emergency Management program is responsible for all activities and operations related to preparing for, mitigating the potential effects of, preventing, responding to and recovering from any hazard.

The Exchange provides Soldiers and Airmen with the services and merchandise they need to make their lives more comfortable. The Exchange also maintains services and support to family members and troops back home.

FIRE DEPARTMENT

The Fire Department safeguards the health, safety and welfare of the community through code enforcement, loss prevention and effective fire prevention and public education programs.

FOIA / PUBLICATIONS & RECORDS COE

The Freedom of Information Act is a federal law that establishes the public's right to request existing records from federal government agencies. The FOIA provides for prompt, maximum release of Department of Defense records to the public unless such requested records are specifically exempt from mandatory public disclosure under the FOIA. The Privacy Act of 1974, establishes a Code of Fair Information Practice that governs the collection, maintenance, use and dissemination of personally identifiable information about individuals that is maintained in systems of records by federal agencies.

ID CARDS & DEERS SECTION

The mission of the ID Cards and DEERS section is to ensure enrollment of all eligible Department of Defense beneficiaries into the Defense Enrollment Eligibility Reporting System (DEERS) and to issue Common Access Cards (CAC) and Uniformed Services ID (USID) Cards to eligible stakeholders.

IN-PROCESSING AND OUT-PROCESSING

The Central Processing Facility is responsible for performing the functions of in-processing, and out-processing Soldiers within the USAG Black Sea footprint.

INSTALLATION ACCESS CONTROL SYSTEMS

The Installation Access Control Systems offices provide IACS registration services to Department of Defense ID card holders, contractors, vendors and visitors requesting access to U.S. Army installations.

LAW ENFORCEMENT

Military Police patrols are responsible for enforcing all laws, regulations and policies; deterring crime through alert patrolling; and responding to calls for assistance.

LODGING

Lodging is available through the Army in MKAB and NSTA Military Communities.

USAG Black Sea Casualty Program Services, as an extension of the Europe and Africa Casualty Assistance Center, assists and supports families in an emotionally stressful time of bereavement, and provides training and resources to all Soldiers serving in casualty notification or assistance and dedicated professionals assisting family members in their greatest time of need. USAG Black Sea does not offer passport services. All passport services are handled by the U.S. Embassy in Bucharest, Romania and Sofia, Bulgaria. SOFA status is granted to permanent status employees and their dependents only.

OFFICE OF THE INSPECTOR GENERAL

The Office of the Inspector General is the eyes, ears, voice and conscience of the Army across the spectrum of operations. It conducts thorough, objective and impartial inspections, assessments and investigations. It provides assistance and training. The Office of the Inspector General advises and assists Army leaders to maintain Army values, readiness and effectiveness in the promotion of well-being, good order and discipline.

OPERATIONS

The Operations Division directs, coordinates and synchronizes installation garrison operations, training support, protection, mobilization and demobilization, force modernization and operational planning in order to support the Soldiers, families and civilians of the USAG Black Sea community.

PASSPORT AND SOFA SERVICES

Department of Defense Affiliated personnel in Romania or Bulgaria must apply for passports and Consular Reports of Birth Abroad through a Passport Acceptance Facility (PAF) located at their local U.S. military installation. This office also issues Status of Forces Agreement (SOFA) cards to eligible stakeholders.

PERSONAL PROPERTY PROCESSING OFFICE

The Transportation Office's Personal Property and Privately Owned Vehicle sections help coordinate and set up household good shipments, long-term-storage, short-term-storage and POV shipments and delivery within U.S. Army Europe locations.

POSTAL OPERATIONS

The USAG Black Sea Postal Service operates as an extension of the U.S. Postal Service to bring authorized members of the Mihail Kogalniceau and NSTA communities the most expeditious and efficient, personal and official mail services possible, comparable to that enjoyed domestically.

PUBLIC AFFAIRS OFFICE

The Public Affairs Office supports the USAG Black Sea by communicating on behalf of the installation and its leadership providing clear, accurate, timely information to internal and external audiences. Public Affairs employs a variety of communication strategies including internal news and information products, media engagement and public outreach.

RECYCLING

Host Nation law requires that all residents of Romania or Bulgaria properly dispose of their refuse by recycling as much as possible. U.S. Forces must also abide by this law.

RELIGIOUS SUPPORT OFFICE

The Religious Support Office performs and provides religious support services to the USAG Black Sea military community to assist the commander in his obligation to facilitate the free exercise of religion.

SAFETY OFFICE

The top priorities of the Safety Office are to serve customers with outstanding professionalism, provide a comprehensive and effective safety program and promote a safe and healthful environment for Soldiers, families, civilians and contractors in support of USAG Black Sea.

SECURITY OFFICE

The Security Office provides personnel security, information security, industrial security, fingerprinting and foreign travel reporting support to U.S. Army Garrison Black Sea personnel and tenant organizations.

SEXUAL HARASSMENT ASSAULT RESPONSE PREVENTION (SHARP)

The Army's Sexual Harassment/Assault Response and Prevention program, known as SHARP, exists so the Army can prevent sexual harassment and sexual assaults before they occur. Our goal is to eliminate sexual assaults and sexual harassment by creating a climate that respects the dignity of every member of the Army family.
