Our Mission:
Our mission is to support the readiness, welfare, and peace of mind of our military community by providing comprehensive, free legal services and advice to active-duty Soldiers, retirees, and eligible family members in accordance with Army Regulation 27-3 (The Army Legal Assistance Program).
Hours of Operation:
- Monday, Tuesday, and Thursday: 8:00 a.m. – 3:00 p.m. (closed from 12:00 p.m. to 1:00 p.m.)
- Wednesday and Friday: 8:00 a.m. – 12:00 p.m. (closed in the afternoon)
- Walk-in Services (Tuesday): Available from 9:00 a.m. to 12:00 p.m. on a first-come, first-served basis.
- Appointments: To schedule an appointment, please contact us at (410) 278-1583 and/or fill out the client intake form (fillable) and email us at usarmy.APG.usag.mbx.legal-assistance@army.mil.
- Notary and Power of Attorney Services: These free services are available on a walk-in basis during normal business hours. To guarantee service and prevent any inconvenience, please contact us prior to your arrival to confirm a notary is available to notarize your documents.

Claims Division
Tort Claims (FTCA and MCA)
- Eligible Claims:
- Property damage
- Personal injury
- Wrongful death
The property damage, personal injury, and wrongful death must be caused by the negligence of a government employee acting within the scope of employment.
- Filing Requirements:
- Claims must be presented to the Army or other appropriate federal agency within 2 years of accrual.
- File using a Standard Form 95 (SF-95).
A claim must be presented to the Army or other appropriate federal agency within two years of accrual.
By federal law, the claims office has six months from the date the claim is properly presented to take action.
The proper format for filing a claim is a completed Standard Form 95 (SF-95). A copy is available here with instructions. You can also find this form at www.gsa.gov at Forms Library.
In order for us to adjudicate your claim fairly and quickly, please complete
SF-95 according to the instructions.
