The APG Garrison manages and operates Aberdeen Proving Ground, which is home to more than 66 garrison supported activities, 8 satellite activities, and 12 private organizations.

USAGAPG provides the full range of installation support services, including administration; logistics; family and morale, welfare and recreation; resources and personnel management; troop support; religious activities, safety and environmental management; operations and planning; law enforcement and security; contracting; public affairs; and management.

Services are also provided to non-appropriated fund and contract personnel, family members of active-duty military personnel and retirees and their family members residing in surrounding communities. USAGAPG also provides readiness and mobilization preparedness support to Reserve and National Guard units and other personnel.

The Civilian Personnel Advisory Center is made up of a team of human resources professionals dedicated to supporting and empowering service members, civilian employees , families and veterans worldwide in an era of persistent conflict. The Civilian Personnel Advisory Center recruits, retains and sustains a high quality volunteer force through innovative and effective enterprise solutions and ensures human resources readiness of the Total Army across the full spectrum of operations.
Directorate of Emergency Services (DES): Provide quality force protection, law enforcement, physical security, access control, Fire & Emergency services, and Police and Community Liaison Services to the Community. Provide oversight on installation law enforcement standards and initiatives for personnel, equipment and training. DES provides support in the areas of Law Enforcement, Fire and Emergency Services, Physical Security, Surety, Antiterrorism and Emergency Management to protect property and the workforce. The DES consists of Law Enforcement (LE), Physical Security (PS), Fire and Emergency Services (F&ES) and Protection (P). Fire and Emergency Services (F&ES) Branch covers Incident Command and mitigation of all Installation emergency responses, Emergency Dispatch Centers, All-Hazard response operations, Aircraft Rescue and Firefighting operations, and Fire Prevention/Public Education Programs.
Provide the full spectrum of Human Capital Program Management and Human Resource (HR) services to Soldiers, Families, Retirees and Civilians to enable readiness for a self-reliant and globally-responsive all volunteer Army. The divisions include: Military Personnel (MPD), Army Continuing Education Services (ACES), Administrative Services (ASD), and the Army Substance Abuse Program (ASAP).
Directs, coordinates, synchronizes, and integrates installation operations and training support activities, while providing force protection, mobilization and demobilization, reserve component training support, force modernization, operational planning, and emergency operations functions to provide a focused operating and training environment for the Senior Commander and tenant organizations.
Directorate of Public Works (DPW): The DPW is the Garrison's primary element for maintenance of the installation, infrastructure, and the environment. DPW consists of five Public Works Divisions: Master Planning; Business Operations and Integration; Housing Management; Environment and Natural Resources; and Engineering / Energy. DPW encompasses the review of work classification and technical adequacy of all projects; reviews and validates submission of Military Construction (MILCON) projects for all construction and renovations development occurring on the Installation; manages IMCOM's Sustainment Restoration and Moderation (SRM) projects approved and funded for each fiscal year; updates Real Property assets, allowances, requirements, and programmed construction data in a variety of databases; provides day-to-day sustainment and maintenance support for the installation tenant activities; monitors and ensures all work and military-training activities are accomplished incompliance with Federal and State Environmental requirements / regulations; and provides oversight for all Quality of Life requirements for Housing all Service Members and their Families residing on the installation or in the local community.

As an Installation Management Command-designated Management Control Office, the Information Management Office (IMO) serves U.S. Army Garrison, APG internal organizations. The IMO is the Garrison Commander’s staff element responsible for enabling business and mission processes through effective internet technology (IT) / information management (IM) process and resource management. The IMO coordinates service definition, management oversight, advice, and planning of IT/IM requirements and serves as the strategic partner for IT/IM coordination between the Garrison, Network Enterprise Center (NEC), IMCOM Directorate-Readiness (ID-R), and IMCOM G6.
The Logistics Readiness Center directs and coordinates certain garrison logistics functions including provision of supplies and services, maintenance and management of material and equipment, movement of material and personnel, logistical support planning, and logistical readiness. LRC also provides logistics guidance to supported activities.
The PAIO team of Management and Program Analysts are responsible for conducting installation strategic planning, providing information management support, and performance evaluation of base operations, essential services, and programs in support of Aberdeen Proving Ground Soldiers, Families, Civilians, and Retirees.
The Public Affairs Office supports the installation by communicating on behalf of the installation and its leadership - providing clear, accurate, timely information to internal & external audiences. We employ a variety of communication strategies- including internal news and information products, media engagement, and public outreach.
Garrison chaplains provide comprehensive religious support for the spiritual and moral needs of Soldiers, other service members, family members, retirees, and authorized civilians.
The Garrison Resource Management Office oversees resource allocations for all base support activities, including budget formulation, control and execution, accounting policy, funding of manpower resources, managing garrison equipment levels, developing installation support agreements and monitoring the Government Travel Card Program.
The top priority of the the installation safety office is to safeguard and protect service members, their families, civilian employees and Army and Air Force property, as well as to create the safest workplace and living environment possible.
SHARP provides comprehensive, victim-centered services and support to individuals impacted by sexual assault or sexual harassment through a timely and coordinated system of care. Sexual harassment is a form of gender discrimination that involves unwelcome sexual advances, requests for sexual favors, and other verbal or physical conduct of a sexual nature between the same or opposite genders. Sexual assault is a crime defined as intentional sexual contact, characterized by use of force, physical threat, or abuse of authority when the victim does not or cannot consent.
