Welcome to the USAG-Aberdeen Proving Ground (APG) Emergency Management program. USAG-APG Emergency Management serves the tenants and residents residing across the installation as well as coordinating with Harford County, Maryland Emergency Management. Our mission is to ensure the readiness and resilience of our community against a wide spectrum of potential threats.
Located in the Mid-Atlantic, our region can experience natural disasters such as severe weather storms, hurricanes, and flooding. We also prepare for man-made incidents, including transportation and utility system disruptions, hazardous material spills, and potential security threats. The core function of Emergency Management is to build a resilient community that can effectively withstand and recover from any incident.
Our Mission and Community Impact
The Emergency Management program is dedicated to protecting our Soldiers, civilians, retirees, and their families. We achieve this by strengthening the installation's capabilities across five key areas: prevention, protection, mitigation, response, and recovery.
Our efforts have a direct impact on community safety and operational continuity. By creating comprehensive emergency plans, conducting regular training exercises, and fostering a culture of preparedness, we ensure that the USAG-APG community is ready for all hazards. We work to sustain critical missions during an emergency and restore essential services and operations as quickly as possible post-incident.
Coordinated Response
During a crisis, the USAG-APG Emergency Operations Center (EOC) is activated. The EOC serves as the central command and control hub, providing a single point of coordination for responding agencies. This centralized facility allows leaders and subject matter experts to gather real-time information, manage resources, and make critical decisions to protect life and property.
All of our planning and response activities are executed in accordance with the National Incident Management System (NIMS). This standardized framework enables seamless collaboration between our installation's first responders and our local, state, and federal partners, including those in Harford County and across FEMA Region III, ensuring a unified and effective response to any emergency.
