Identification and Common
Access Card (CAC) Office Information

  • We highly recommend scheduling an appointment at least a 30-days in advance.
  • Customers without an appointment are not guaranteed to be serviced. Efforts will be made to assist between normal appointments and as time permits.
  • Each person requiring an identification/common access card must have an appointment; more than one family member means one appointment for each family member.

Cancel/Reschedule and Appointment

Customers will need to know their confirmation number to cancel or reschedule an appointment. Please keep a copy of your appointment confirmation page. If you are more than five minutes late for your appointment, you will need to reschedule.

Online Renewal

Online Renewal is available for USID CARDS issued to retired and reserve uniformed Service members, dependent family members, and other eligible individuals in accordance with DoD policy. This process does not apply to Common Access Cards (CAC).

To request a USID Card online, a sponsor can log in to the ID Card Office Online website and select "Family ID Cards" to renew an existing card or nominate a new family member. For renewal, select "Request ID card" and follow the prompts; the new card will be mailed, and the sponsor will need to activate it online upon arrival. For a first-time ID, the family member must be enrolled in DEERS by completing a DD Form 1172-2, which can be submitted online.  

The Sponsor must be a CAC holder or have a DoD Self-Service Logon username/password:

  • Must be requesting a renewal of an active USID card
  • Sponsor and Cardholder must have email addresses in DEERS that they have authorized DoD to use for contacting them
  • Sponsor’s personnel status must extend at least 30 days into the future
  • Cardholder must have a photo saved in DEERS taken in the last 12 years
  • Cardholder’s mailing address is present in DEERS and is in United States - USID cards cannot be shipped to PO Boxes.

For online USID renewal or replacement

  1. Go to the website: Navigate to the ID Card Office Online (IDCO) website (https://idco.dmdc.osd.mil/idco/). 
  1. Log in: Log in to your account. You may need to create a myAuth account if you don't already have one. 
  1. Select Family ID Cards: Choose the "Family ID Cards" option under the "Continue" button. 
  1. Request the card: Select the specific family member's ID card you wish to renew and click "Request ID card". 
  1. Follow prompts: Follow the on-screen instructions to complete the renewal process, which may involve verifying information and stating the reason for replacement (e.g., expiration). 
  1. Receive and activate: The new card will be mailed to you. Once you receive it, you will need to activate it online. 

Required Identification

All customers age 18 and older must present two (2) forms of ID in order to be issued an ID card. Both of these must be State or Federal Government issued IDs (1 with photo). This applies to all customers! NOTE: The “Rock Island Arsenal Badge” is no longer an acceptable form of ID

Lost ID / CAC

To obtain a new ID / CAC, you must bring with you 2 forms of ID. One ID has to be a photo ID and the other has to be State or Federal Government issued.

Civilian Retiree “Chipless” CAC

To obtain a Civilian Retiree Chipless CAC, the Retiree must present an SF50 along with 2 forms of State or Federal IDs (1 with photo).

Soldier, New Recruitment/Renewals

You must be clean shaven, no jewelry and wear at least the top portion of your uniform. Long hair must be pulled back and up off the collar. Two forms of State or Federal IDs (1 with photo) are required.

Newly Hired DoD Civilians Employees

All DoD Civilian Employees are requested to wait a minimum of 3-days from start date to allow the Human Resources Office time to create records. Two forms of State or Federal IDs (1 with photo) are required along with an Army Knowledge Online (AKO) account.

Rock Island Arsenal Employees and Contractors

To obtain a CAC, you are required to have an AKO account prior to scheduling an appointment. Please contact your supervisor or COR/TA for assistance if you do not have an AKO account.

Dependent ID Cards

For Dependent ID cards, the sponsor must be present to sign the DD Form 1172 or if the sponsor is not available, the dependent must have a DD Form 1172 signed (within 90 days of the appointment) by their sponsor and the Verifying Official/Site Security Manager or with a valid Power of Attorney

Adding a Spouse to Defense Enrollment Eligibility Reporting System (DEERS)

Sponsor must bring the following documents: marriage & birth certificates, social security card and photo ID. If previously married and divorced, that divorce decree is required. All documents must be originals or certified copies. English translations must accompany foreign language documents.

Adding Children to Defense Enrollment Eligibility Reporting System (DEERS)

Sponsor must bring the following documents: birth certificate & social security card. If a stepchild is being added, the parents’ marriage certificate is required. Documents must be originals or certified copies. English translations must accompany all foreign language documents.

Full-Time Students Age 21 and Over

All College students must bring a letter from their school Registrar's office stating that they are enrolled as a full time student in an accredited college and must include the anticipated graduation date.

Contractor New Hire/Renewal

To obtain a CAC, the individual must be entered into the Contractor Verification System (CVS) and the Security Office vetting process must be complete. Before scheduling an appointment, please contact 309-782-1369 to confirm completion.
