Colonel Jeffery C. Higgins

Colonel Jeffery C Higgins is the commander, United States Army Garrison Rheinland-Pfalz, headquartered at Rhine Ordnance Barracks in Kaiserslautern, Germany. In that capacity, he leads 1,600 employees providing services and support to a military/civilian population more than 42,000 over 29 sites in Germany, including Baumholder Military Community, Coleman Work Site, Landstuhl Regional Medical Center, Miesau Ammo Depot, and the Germersheim Army Depot. A native of Jacksonville, Florida, Colonel Higgins graduated from the United States Military Academy in 2002 and was commissioned as an Infantry Officer.

Colonel Higgins’ key assignments throughout his career include Rifle Platoon Leader in Charlie Company, 2-327th Infantry Regiment, 101st Airborne Division; Rifle Company Commander for Bravo Company, 1st Battalion, 21st Infantry Regiment, 25th Infantry Division; Brigade Operations Officer for 2nd Stryker Brigade Combat Team, 25th Infantry Division; Deputy Division G-3 for 25th Infantry Division; Squadron Commander for 2nd Squadron, 2nd Cavalry Regiment in Vilseck, Germany; Battle Group Poland (NATO) Commander; and Secretary of General Staff for United States Army Pacific Command (USARPAC).

Most recently, Colonel Higgins served as the Director of Communications for Allied Joint Force Command Brunssum (NATO) in the Netherlands.

Colonel Higgins is a graduate of Infantry Basic Officer Leaders Course (IBOLC), Maneuver Captain's Career Course (MCCC); Command and General Staff College (CGSC); and Senior Service College (SSC) as a Fellow at the Daniel K. Inouye Asia-Pacific Center for Security Studies. Additionally, he holds a Bachelor of Science Degree in Political Science from the United States Military Academy and a Master of Arts in Organizational Psychology from Columbia University.

His awards and decorations include the Bronze Star, Defense Meritorious Service Medal, Meritorious Service Medal w/4 oak leaf clusters, Ranger Tab, Combat Infantryman’s Badge, Expert Infantryman’s Badge, Airborne Badge, Pathfinder Badge, and Air Assault Badge.
