Mr. Philip M. Sanders

Mr. Sanders assumed the duties of Deputy to the Garrison Commander, U.S. Army Garrison Presidio of Monterey, CA, in October 2019.  He has been at the garrison since 2004 and has frequently served as Acting Deputy.

After retiring from the U. S. Coast Guard, Mr. Sanders joined the Army civilian professional team as Garrison Resource Management Officer.  He provided Financial Management, Budget and Execution, Manpower and Agreements Management, Internal Control Program, Audit Readiness Program, Contract Management, and Special Projects oversight within a $65M annual program.  Mr. Sanders led his team to a precedent-setting approval by the Army to implement one of the first and largest Inter-Governmental Support Agreements (IGSA), resulting in significant savings and efficiencies, and two Army Partnership Awards. He ensured the Garrison properly managed resources to accomplish the IMCOM Mission at the Common Levels of Support and Directed Capability Level standards.

Mr. Sanders has also performed concurrent duties within other garrison functions, to include Director of Human Resources, Information Management Officer and Public Affairs Officer.  He has contributed as voting or key member on all major garrison planning and governance boards and committees.  

As a Coast Guard Officer, Mr. Sanders held three commands: Commanding Officer, US CGC Point Divide; Commander, Coast Guard Group Monterey, CA; and Commander, Coast Guard Group Mobile, AL.  At Group Mobile, the Coast Guard’s largest shore command, he successfully directed Coast Guard forces in response to three hurricanes in the Gulf of Mexico. As Chief of Operations, 13th Coast Guard District, Seattle WA, he was responsible for the oversight of five major Coast Guard Groups across 2 states including 3 Air Stations in five geographic locations in support of Service Members and their Families.  Mr. Sanders also served in a separate assignment as the Naval Liaison Officer, Pentagon, a Program and Budget Reviewer, CGHQ, Washington, DC and Major Systems Acquisition Program Manager, CGHQ, DC.  His final assignment was Chief of Staff, 13th Coast Guard District, WA responsible for all Coast Guard Activities in four states.

Mr. Sanders’ education includes completion of the John F. Kennedy School of Government National Security Fellowship at Harvard University, meeting Senior Service School requirements. He holds a Master of Business Administration in Finance and Accounting from the John Anderson School of Management, University of California, Los Angeles, CA.  He is an honor graduate of the U.S. Coast Guard Academy with a Bachelor of Science degree in Mathematics and Physics.  Significant Army training includes Continuing Education for Senior Leaders, Senior Resource Managers Course by Syracuse University, Senior Manager Course in National Security Leadership at George Washington University, and the Executive Comptroller Course, Syracuse University.  Mr. Sanders is an IMCOM Stalwart winner, a Certified Defense Financial Manager, and has completed the Defense Financial Management Certification Program Level III.

His military awards include the Legion of Merit (2), Meritorious Service Medal (4), Coast Guard Commendation (4); Coast Guard Achievement (2) and multiple unit awards.  He is also a Member of The American Society of Military Comptrollers and Military Officers Association.

Mr. Sanders is married with adult children including one currently serving West Point graduate.
