Ms. Julia S. Sibilla
Ms. Julia Sibilla assumed the role of Deputy Garrison Commander (DGC) at United States Army Garrison (USAG), Presidio of Monterey (PoM), California, in February, 2026. She came to the Garrison after serving five years as the DGC at Fort Sill, Oklahoma. She previously served at the State Department, Conflict and Stabilization Operations Africa Bureau where she was a Defense Senior Leadership Development Fellow and Stabilization Advisor.
Her extensive experience in installation management and Soldier and Family Support includes assignments in Romania, Bulgaria, Belgium, and Italy. Ms. Sibilla served as the inaugural Site Director at the Novo Selo Training Area, Bulgaria where she established base operations for Installation Management Command in the Black Sea region. She previously served in several roles at the Army Community Service at USAG Italy, including the role of Director.
Ms. Sibilla served at the Pentagon in the Office of the Assistant Chief of Staff for Installation Management as a Strategic Planner in the Operations Directorate. In this capacity she provided subject matter expertise on Forward Operating Sites and contingency basing in the Black Sea Area of Responsibility. Additionally, she was the Course Director for the Installation Management Senior Commander Course and was a key leader in the Military Housing Crisis Action Team.
In addition to over 25 years of experience serving at military installations around the globe, Julia has also worked as a United Nations Staff Member and as a Department of Defense Education Contractor with program oversight of 17 locations in Europe and the Middle East. During this period, she completed several deployments to Iraq, Kuwait, Egypt, Afghanistan, and Djibouti. A distinguished graduate of the National War College in Washington, DC, she earned a master’s degree in National Security Strategy. Julia recently completed the International City/County Manager’s Fellowship Program and is a graduate of both the Executive Leadership Development Program and the Defense Senior Leadership Development Program.
Ms. Sibilla is married to Angelo Sibilla, a retired Italian Infantry Officer, and is the proud mother of two awesome young women.
