
USAG Fort Hunter Liggett (FHL) ID Card section provides Common Access Cards (CAC) for Department of the Army (DA) Civilians, Government Contractors, and all military personnel that require CACs. In addition, we provide Uniform Services Identification (USID) Cards for Military Retirees and Family Members of Active Duty, Retirees and DAV.
Important Notice: The ID Card Facility is currently operating BY APPOINTMENT ONLY.
Important: Individuals with appointments may print and bring their ID Card Appointment Confirmation Letter to gain access to the base.
Exceptions to Appointment Requirement
Appointments are not required for the following:

- CAC Certificate Issues: If you experience issues with new CAC certificates not being recognized, contact your local IT Helpdesk.
- CAC Renewal: Renew CACs within 30 days of expiration (appointment required).
Required Documents
Please bring ORIGINAL or CERTIFIED COPIES of all required documents.
Uniformed Services ID Cards (NextGen USID) – Family Members, Retirees, Reserves, etc.

General Requirements (All Applicants - 18 years & older):
- TWO forms of identification issued by state or federal authorities. One must be a photo ID.
- A CAC may be used only if two forms of identification were scanned into the system
Specific Document Lists (Choose the category that applies to you):
- Active Duty/National Guard/Reserve: Old CAC, Reenlistment Contract/Extension, Promotion Orders, Active Duty Orders, Oath of Office (DA FM 71). Military photo must meet grooming standards (AFI 36-3026).
- DoW Civilian/NAF Employee: DD Form 1172-2 (completed and digitally signed), Two forms of valid ID.
- Disabled American Veterans: VA Letter (100% disability rating), DD Form 214, State/Federal Photo ID, Social Security Card. Link to DD214 Retrieval: http://vetrecs.archives.gov
- Retiree: Old ID Card, DD Form 214 or Retirement Orders, 20 or 60 Years Letter.
- New Marriage: Marriage Certificate, Valid Photo ID or Birth Certificate, Social Security Card, Final Divorce Decree (if applicable).
- New (Born) Child/Stepchild: Government Issued Birth Certificate, Social Security Card (if available). Children under 10 may not receive an ID card unless they meet specific criteria (single parent, dual military parents, residing outside sponsor household).
- Legal Custody/Wards: Final Legal Custody Order (12+ months), Birth Certificate, Social Security Card.
- Child Born Out of Wedlock: Court Order Establishing Paternity, Birth Certificate, Social Security Card. Link: http://ocse.acf.hhs.gov/necsrs/pubs/vap
- Dependent Children (Age 21-22): Letter from School Registrar (Full-time student, expected graduation date), OR Enrollment in Tricare Young Adult (TYA).
- Dependent Children (Age 23-26): Enrollment in Tricare Young Adult (TYA).
- Enrolling Spouse & Children with Foreign Documents: Marriage Certificate, Birth Certificates (FS 240 or DS FM 1350), All documents must be translated into English.
- Unmarried Former Spouse: Specific criteria apply.
- Lost ID Card: Civilians if your ID Card has been lost you must complete appropriate FHL Form (Form 600-1). Military completed DA Form 4856 or MOR stating the 5 W’s., and present acceptable identification prior to ID card issuance.
Key Information:
- USAG FHL ID Card facility is taking customers with appointments only to achieve better customer service.
- Individuals who have an ID Card appointment may print the ID Card Appointment Confirmation Letter sent to the email address used in the ID Card Office Online appointment website to avoid any disruption for installation access.
- Common Access Cards (CAC) will be renewed within 30 days of expiration with an appointment.
- Sponsor’s Presence: A sponsor must be present for all transactions. If the sponsor is not present, the dependent must have a current and valid general/special power of attorney, a completed DD form 1172-2 generated by the IDCO website (https://idco.dmdc.osd.mil/idco) with the sponsor's digital signature, or a completed DD form 1172-2 hand-signed in front of a verifying official from an ID card facility.
