Welcome
Welcome to the official website for the Environmental Impact Statement (EIS) for Army Training Land Retention (ATLR) of State Lands at Kahuku Training Area (KTA), Kawailoa-Poamoho Training Area (Poamoho), and Makua Military Reservation (MMR) on the island of Oʻahu, called “Oʻahu ATLR EIS” for short. This website shares information about the Proposed Action and provides an opportunity for the public to get involved and stay informed.
Project Overview
The Army proposes to retain up to approximately 6,322 acres of State-owned lands at KTA, Poamoho, and MMR on the island of Oʻahu. The Proposed Action is a real estate action that would enable continued military use of the State-owned lands at these three installations on Oʻahu.
A Draft EIS has been prepared under the National Environmental Policy Act (NEPA) and Hawai‘i Environmental Policy Act (HEPA). Both NEPA and HEPA ensure environmental concerns are given appropriate consideration in decision-making, along with economic and technical considerations. Public input is a valued part of the NEPA and HEPA processes.
Recent Project Announcements
- June 7, 2024: Publication of the Notice of Availability (NOA) and Draft EIS and Start of the Public Comment Period: The Army published the NOA in the Federal Register on June 7, 2024, announcing the availability of the Draft EIS and the start of the public comment period. The Draft EIS comment period begins June 7, 2024 and ends on August 7, 2024. The Draft EIS will also be published in the June 8, 2024 issue of the State Environmental Review Program’s publication, The Environmental Notice.
- June 7, 2024: Draft EIS In-Person Public Meetings Announced (Posted on June 7, 2024): The Army encourages the public to attend the Draft EIS public meetings that will be held on O‘ahu at the following locations on the following dates and times:
- Wai‘anae District Park Multi-Purpose Room on July 9, from 6-8 PM HST
- Kahuku High and Intermediate School on July 10, from 6-8 PM HST
- Leilehua High School on July 11, from 6-8 PM HST

Public Involvement
There are multiple opportunities for public review and input throughout the Draft EIS process. Written comments should be submitted HERE, emailed to ATLR-Oahu-EIS@g70.design, mailed to O‘ahu ATLR EIS Comments, P.O. Box 3444, Honolulu, HI 96801-3444, or provided during public meetings. Comments must be postmarked or received by 11:59 PM HST on August 7, 2024. Comments may also be submitted in person at the public meetings, or by phone on July 9, 10, and 11, 2024.
