- June 7, 2024: Publication of the Notice of Availability (NOA) and Draft EIS and Start of the Public Comment Period: The Army published the NOA in the Federal Register on June 7, 2024, announcing the availability of the Draft EIS and the start of the public comment period. The Draft EIS comment period beings today, June 7, 2024 and ends on August 7, 2024. The Draft EIS will also be published in the June 8, 2024 issue of the State Environmental Review Program’s publication, The Environmental Notice.
- June 7, 2024: Draft EIS In-Person Public Meetings Announced The Army encourages the public to attend the Draft EIS public meetings that will be held on O‘ahu at the following locations on the following dates and times:
- Wai‘anae District Park Multi-Purpose Room on July 9, from 6-8 PM HST
- Kahuku High and Intermediate School on July 10, from 6-8 PM HST
- Leilehua High School on July 11, from 6-8 PM HST

EIS Scoping Open House Sessions Shift to Online Only

In compliance with the state of Hawai‘i’s executive order to combat the spread of COVID-19, the U.S. Army will shift the O‘ahu training land retention in-person scoping meetings to an online only platform. The two scoping sessions will take place online at the same time as the previously scheduled in-person sessions; Aug. 10 and 11 from 6 to 9 p.m. via the Zoom Webinar platform. During the EIS Scoping Open House, the public can view online prerecorded presentations and record oral comments via phone or Zoom. The acceptance of oral comments via phone has been extended until Aug. 12, 11:59 p.m.

The public is welcomed to the EIS Scoping Virtual Open House on Tuesday, Aug. 10, 2021, which goes live at 4 p.m. During the EIS Scoping Virtual Open House, the public can view online prerecorded presentations and record oral comments via phone.

Publication of the EIS Preparation Notice (EISPN)
- The EISPN was published in the State of Hawaiʻi, Office of Environmental Quality Control’s periodic bulletin, The Environmental Notice, on July 23, 2021. The Army is initiating the EIS process under the Hawai‘i Revised Statutes Chapter (HRS) 343 and Hawai‘i Administrative Rules (HAR) Chapter 11-200.1, collectively referred to as Hawai‘i Environmental Policy Act (HEPA). The preparation of a HEPA environmental assessment or EIS is required per HRS Sections 343-5(a)(1-2), as the project involves the use of State lands and is within a Conservation District. The Army is seeking public comments during the EIS scoping period from July 23, 2021 – September 1, 2021.

Publication of the Notice of Intent (NOI) and Start of the Environmental Impact Statement (EIS) Scoping Period
- The NOI to prepare an EIS for Army Training Land Retention at Kahuku Training Area, Kawailoa-Poamoho Training Area, and Makua Military Reservation on the island of Oʻahu (Oʻahu ATLR EIS) was published in the Federal Register on July 23, 2021. The Army is initiating the EIS process under the National Environmental Policy Act (NEPA) starting with publication of the NOI. The Army is seeking public comments during the EIS scoping period from July 23–Sept. 1, 2021.
